SUMMARY: Under general supervision, performs clerical accounting duties for accounts payable and receivable, payroll, revenue and other specialized accounting and bookkeeping functions; reviews and enters data, processes transactions, maintains accounts and provides customer services.
PRIMARY DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities may include, but are not limited to, the following:
Processes accounting and bookkeeping transactions in compliance with all applicable rules, regulations and procedures; duties may vary according to job assignment.
Reviews, verifies, codes and processes warrants; reviews timesheets and processes payroll; assures that all reports and paperwork are completed in a timely manner.
Posts transactions and computer accounting entries; performs other clerical accounting activities, including general ledger, accounts payable, revenue, accounts receivable, special fund accounting, bank reconciliations, purchase orders, claims and payroll; reviews and validates data.
Reviews source documents for compliance to rules and regulations; determines proper handling of accounting and technical transactions within designated limits; validates accuracy of data entry and reports discrepancies.
Checks documents for validity and accuracy of information; performs mathematical calculations; records, files and distributes related paperwork and documents.
Maintains accounting and bookkeeping records and associated filing systems; enters data into computer systems; codes documents, processes transactions, updates accounts, compiles documentation, and generates reports.
Maintains additional accounting and technical transaction databases as needed; process cash receipts, daily cash reports, and bank deposits.
Processes business license and business registration
Balance and verify various payment and other incoming monies from the public and various City departments; prepare deposit forms as required.
Assist with various periodic billings, receive checks by mail and process, and balance accordingly.
Reconcile monies and receipts and resolve discrepancies.
Cross trains in a wide variety of clerical accounting duties.
Supports the relationship between the City of Rosemead and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work- related issues, client records and City information; performs related duties as required or assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience Guidelines: High School Diploma or GED equivalent; AND one (1) year of accounting, bookkeeping, payroll, and/or customer service experience. Twenty-four (24) semester units of postsecondary coursework in bookkeeping, accounting, or specialized clerical accounting may be substituted for one (1) year of experience.
Required Licenses or Certifications:
A valid California State Driver’s License and the ability to maintain a satisfactory driving record may be required.
Required Knowledge of:
City policies and procedures.
Generally Accepted Accounting Principles for public sector bookkeeping and accounting.
Applicable state and Federal statutes, rules, codes and regulations. Record keeping and file maintenance principles and procedures.
General ledger reconciliation methods and techniques.
Business and personal computers, and specialized accounting software applications.
Required Skill in:
Entering data and numerical information into a computer system with speed and accuracy, and maintaining electronic records, files and databases.
Performing mathematical calculations with speed and accuracy. Correcting and updating financial information systems.
Establishing and maintaining cooperative working relationships with co-workers.
Physical Demands / Work Environment:
Ability to sit, stand, walk, lift above the shoulder, lift at waist or chest, lift below waist, lift up to 50lbs., carry, push, pull twist, bend, stoop, kneel, crouch, squat, climb, manipulate fine motor skills, balance, reach, and grasp.
Work is performed in a standard office environment. May be required to travel to various sites, locations and/or events.
Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours.
Employees are required to assume duties of a disaster worker in the event of a locally declared emergency.
