JOB DESCRIPTION
Characteristics of the Class: Under general direction of the head of the operating department to which assigned, incumbents analyze automation systems and service requests; evaluate new and upgraded hardware and software systems and procedures and make recommendations to management as appropriate; consult with administrators regarding requests for proposals; present recommendations to management, committees or other related groups as required; maintain current knowledge of technological advances in the field. Incumbents meet with department users to obtain information regarding systems and application requirements, including operational program needs, input and output requirements, and internal checks and controls; analyze and define departmental automation needs and software application requirements; serve as liaison between the operating department and the central MIS department to assure department needs are met. Incumbents design databases to facilitate the automation of departmental functions; test and analyze current system changes; make corrections or modifications as necessary; design network structure for users. Incumbents coordinate the installation and implementation of new and upgraded systems and train staff in operating the systems; communicate with MIS to assure proposed software changes are consistent with agency requirements; provide technical support to the user department in the operation of current and new systems, methods and procedures; respond to requests for assistance and questions in person and on the telephone related to the operation of information systems as needed; and serve as liaison with vendors. Incumbents troubleshoot and resolve networked hardware and software problems; coordinate activities with MIS to resolve problems or make changes as needed; operate assigned computers and peripheral equipment; and assist managers with developing department system requirements, cost analysis, development of budget, and report preparation and generation at requested. Incumbents prepare and maintain a variety of records and reports related to assigned activities; participate in the preparation of production, regular and special reports as assigned. Additionally, incumbents attend meetings as assigned; participate as a member of teams or committees as requested or assigned and perform related duties as assigned.
Knowledge of:
Computer programs and software utilized in the Housing Authority, including, but not limited to Oracle, Elite, Access, Foxpro, Paradox, WordPerfect; Microsoft Word, Lotus, Excel, Publisher, Groupwise; Unix operating architecture; Novell LAN and WAN operating procedures and systems; database design and computer program development; proper installation and implementation of new and upgrades systems; operation of a computer and assigned systems; proper maintenance and repair of computer hardware; policies and objectives of assigned department or program; oral and written communication skills; interpersonal skills using tact, patience and courtesy; public speaking techniques.
Ability to:
Receive and analyze automation requests from users and make recommendations; coordinate the installation and implementation of new and upgraded systems; troubleshoot and resolve networked hardware and software problems; provide technical support and training to staff; develop new databases to facilitate the automation of departmental functions and to meet user needs; to learn and use the operating language English, to download data from the mainframe computer; plan, coordinate and organize projects; explain procedures and train users in proper system operations; prepare and maintain records and reports; meet schedules and time lines; communicate effectively both orally and in writing; establish and maintain cooperative and effective working relationships with others; work independently with little direction; analyze situations accurately and determine appropriate course of action.
Minimum Qualifications:
Any combination equivalent to: a bachelor's degree in computer science, management information systems or related field and three years’ experience in a network environment including programming experience; certification as a NetWare Administration (CNA) within six months of date of appointment;
Special Requirement: Possession of a valid Class "C" driver's license with a good driving record.
EXAMINATION:

The Certified List will be available for not less than 6 consecutive calendar months.

Candidates will start at step 1 of an eight-step salary range unless there are special exceptions in accordance with the Personnel Rules.
