The City of Pomona has an exciting opportunity for an Assistant to the City Manager to join the Administration team! The Assistant to the City Manager, under general direction, will perform a wide variety of advanced journey level professional, administrative, and analytical legislative and special project duties in the City Manager's Office; coordinate assigned activities with other staff, outside agencies, and the general public; and provide highly complex and technical assistance to the City Manager.

Provide highly complex staff assistance to the City Manager, including conducting specific and comprehensive analyses of a wide range of municipal policies and programs involving organizational procedures, operations, budgets, services and special projects; prepares and presents staff reports and other necessary correspondence at the direction of the City Manager; may provide staff support in a variety of areas to city departments.
Conducts research and performs analysis on administrative, fiscal, personnel and operational policies, programs, and projects and makes recommendations; ensures the implementation of adopted recommendations.
Assists the City Manager in the preparation, coordination, review and presentation of a variety of citywide financial and organizational planning documents including operating and capital improvement budgets, strategic plans, performance measures, and annual work plans; monitors progress of and presents status reports on City Council requests, the City's Strategic Plan, and various department work plans.
Leads or participates in the development and implementation of programs and special projects related to improve project management throughout the City; interface with Department Directors and others to achieve significant progress toward goals.
Compile and analyze information from various sources on specialized legislative topics, programs, and procedures. Prepare comprehensive reports to present and interpret data, identify alternatives, and make recommendations.
Conduct surveys and perform research and statistical analyses on administrative, legislative, and operational problems or issues; monitor legislation and analyze proposed legislation.
Serve as a liaison with employees, public and private organizations, community groups and other organizations; provide information and assistance regarding the legislative programs and services; deliver or assist in oral presentations as requested; works with residents and groups to respond to and resolve specific issues and complaints.
Coordinate, implement, and monitor assigned legislative programs, systems and procedures. and provides administrative oversite to City departments, the public, and outside agencies.
Participate in the development and implementation of new or revised legislative programs, systems, procedures, and methods of operation; recommend and assist in the implementation of goals and objectives; implement policies and procedures.
Monitor and maintain compliance with pertinent Federal, State, and local laws, codes, regulations, and ordinances; assist in implementing procedures to ensure compliance with applicable laws and regulations; evaluates the effect of current and pending legislation on City programs and operations; develops responses and legislative recommendations; liaisons with State and Federal officials manages legislative consultants.
Participate in the preparation and administration of assigned budgets; maintain and monitor appropriate expenditure controls; prepares revenue and costs analyses, feasibility analyses and coordinate with Budget Committee and City Council and report on progress.
Attend and participate in a variety of professional group meetings; stay abreast of new trends and innovations relative to legislation and grant funding.
Oversees the City Manager’s office budget, payroll, purchasing and personnel functions and may supervise staff.
Prepare and maintain necessary records, files, and documents.
Perform related duties and responsibilities as assigned.
SPECIAL REQUIREMENTS
Essential duties require the following physical skills and work environment: Ability to work in a standard office environment; ability to travel to different sites and locations.
