SUMMARY
The Department of Health Services (DHS) Housing for Health (HFH) program is a cohesive team of clinicians, community advocates, program administrators, and other professionals who collaborate with multiple County departments, community-based service providers, cities, and other partners to provide housing and critical services to People Experiencing Homelessness (PEH) and those who have previously experienced homelessness. HFH works to meet the needs of people with complex health and behavioral health conditions. Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.
The Business Analyst will collaborate closely with HFH clinical teams in order to analyze, document, optimize, and support the implementation of business processes and systems. The Business Analyst will be expected to identify and deliver practical and data-driven solutions within existing County platforms such as the Comprehensive Health Accompaniment Management Platform (CHAMP) and ORCHID, and will be expected to accommodate for any increases in scope with new technologies/systems for the business. The primary focus will be on understanding clinical workflows, gathering requirements, and translating their business needs into system requirements. The Business Analyst is also expected to proactively seek opportunities to improve its existing technology and processes and recommend alternative solutions where applicable.
The Business Analyst is analytical and solution-oriented with the ability to approach problems logically and systematically. They must be comfortable convening and facilitating discussions with clinical stakeholders at all levels and demonstrate the ability to influence, implement, and manage change. This position will also require managing multiple overlapping priorities and timelines.
ESSENTIAL FUNCTIONS
- Serves as a strategic business partner to the HFH Clinical team, providing systems support and serving as a liaison to IT for systems and process-related needs.
- Creates, designs, and formats technical specifications, and other information needed to describe required changes for development.
- Conducts in-depth analysis of HFH Clinical team processes and data tools to gain insights into their strengths and weaknesses, aiming to pinpoint opportunities for technical solutions that automate and enhance business processes.
- Documents current business processes and workflows using techniques such as process mapping and flow charts.
- Collaborates with HFH Clinical team to design and implements optimized processes that increase efficiency and effectiveness.
- Gathers and analyzes business requirements through the facilitation and driving of meetings and working sessions as well as conducting thorough reviews of documentation.
- Translates clinical requirements into clear and actionable business specifications for technology solutions.
- Analyze data from various sources to gain insights relevant to business objectives.
- Manages stakeholder expectations and needs to ensure the business requirements are complete.
- Determines prioritization in collaboration with clinical stakeholders, balancing clinical needs with technical feasibility.
- Maintains comprehensive documentation of requirements, solutions, and processes.
- Provides support to HFH Clinical teams by coordinating with IT staff to help review and provide input for the design of solution from the business perspective and to resolve issues and conflicts.
- Presents findings, recommendations, and updates to stakeholders.
- Creates test scripts to validate solution functionality and ensure it meets business requirements.
- Collaborates closely with CP Training team to ensure comprehensive understanding of forthcoming changes.
- Conducts post-implementation review to evaluate the implemented solution against business needs and benefits.
- Monitor post-implementation performance and address any issues or concerns to ensure successful adoption.
JOB QUALIFICATIONS
Four or more years of highly complex administrative experience in the health, housing, social services, or related sectors.
Certificates/Licenses/Clearances
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successful clearing through the Live Scan and the Health Clearance process with the County of Los Angeles.

- Experience working on projects where business problem, opportunity, and solution may be unclear.
- Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences.
- Experience developing technical requirements.
- Ability to work with business partners within one or more business process to align technology solutions with business strategies.
- Strong analytical skills including experience using business analysis techniques (e.g. requirements analysis, modeling, user stories, etc.)
- Strong project management and relationship building skills.
- Ability to learn quickly and adapt to shifting priorities.
- Comfort working with data systems and learning new data systems.
- Skill in conducting interviews and facilitating group meetings.
- Strong listening, negotiation and conflict resolution skills.
- Some knowledge of LA County programs that are designed to serve the underserved.
