ESSENTIAL JOB FUNCTIONS
A. Chairs the Environment of Care Committee
1. Schedule meetings for the year of minimum of 6 per year
2. Assist Director with presentation of EOC Annual Evaluations and reports to Committee and
Administration.
3. Recommend changes in procedures make mandates meaningful and design policies and programs to
achieve compliance.
4. Operates with substantial latitude for area of specialization.
B. Assists Director with overseeing of engineering team to ensure successful completion of assigned projects.
C. Chairs the Emergency Management Subcommittee
1. Schedule meetings for the year of minimum 2 per year.
2. Manage training programs and in-services.
D. Assist Director with management of Environment of Care areas (Life Safety, Fire Safety, Security, Emergency
Management, Hazardous Materials & Waste, Medical Equipment, and Utilities)
1. In collaboration with Director, will manage and revise the following manuals every 3 years:
a) Emergency Preparedness Manual
b) Environment of Care Manual
c) Security Manual
d) Engineering Manual
2. Updates Performance Improvement Program on a monthly basis.
3. Conducts and monitors testing and/or inspections on the following:
a) Electrical receptacle testing
b) Door inspections
c) Exit sign inspections
d) Fire extinguisher inspections
I.) Organizes and conducts training session for fire extinguishers
4. Conducts and monitors Fire Drills and documents scores and follow-ups.
5. Documents and maintains all Utility Failure Reports.
6. Assists Director with SDS Program.
7. Assists Director with Water Management Program.
8. Assists Director with Lock-out/Tag-Out Program.
9. Keeps record of all inventory (Parts & Tools).
E. Will manage Emergency Preparedness for the AHMC-ARMC
1. Will be a representative for the hospital at all disaster related meetings, Orange County Disaster Net
Committee, and Orange County Emergency Medical Services (OCEMS) meetings.
2. Maintains all Emergency Supplies/Equipment and their inventory to ensure nothing is out-dated.
3. Coordinates 2 disaster drills per year.
4. Coordinates training for old and new disaster-related equipment for employees.
5. Advocate for safety for employees, physicians, patients and visitors.
6. Performs technical research on emergency management concerns and provides analysis and
recommendation to senior management.
7. Assists with the development and update of emergency and continuity of operations plans; serves as a court-
wide technical advisor in emergency preparedness, emergency communications, and other related issues
8. Develops emergency exercises and conducts court-wide emergency preparedness training (e.g., Court
Community Emergency Response Team); and prepares after action reports and necessary documentation
required at the end of exercises and actual emergencies to senior management and judicial leadership.
9. Maintains active relationships with emergency management, law enforcement, fire officials, elected officials,
vendors, outside instructors, court management and employees at all justice centers by responding
appropriately on emergency management concerns and responding timely to requests for assistance;
ensures appropriate actions are taken or recommended
F. Coordinates all Environmental Tours throughout hospital.
1. Schedules E-tour for patient areas once a week.
2. Documents all findings that are not compliant with hospital policy & procedure.
3. Ensures that all follow-up items and work orders are completed.
4. Maintains all E-tours documentation.
5. Acts as resource for others in EOC.
G. Assists the Director of the Support Services Department with monthly and annually budgets
.
H. Coordinates all documentation needed by The Joint Commission for Environment of Care, Life Safety, and
Emergency Management.
I. Responsible for assisting in the coordination of the Management Plans required by regulatory bodies and
ensuring annual goals and evaluations are completed. The coordinator ensures compliance with federal, state
and local regulations and standards, as well as licensing and accreditation requirements related to
environment of care standards.
J. Interfaces with all departments and services hospital-wide, and participates in local and regional committees
as appropriate.
K. Assumes the role as Safety Officer for the facility as appointed by the Governing Board, and has the authority
to take any action deemed necessary to protect the health and safety of all persons in the event of an incident
or disaster that may pose an immediate threat to life or health, or threatens to damage equipment and or
buildings.
L. Develops and implements policies and procedures on a hospital-wide basis relating to Environment of Care,
Safety and Emergency Management.
M. Coordinating Engineering Duties with Director:
1. Tracking work orders for completion.
2. Tracking PM’s.
3. Reporting PM Completion percentage to EOC.
4. Monitoring eye wash stations.
5. Monitoring condition of equipment throughout the facility.
6. Assist with engineering projects/work orders as assigned.
