Job Overview:
The Department Business Manager is responsible for the fiscal oversight of the department’s federal and state grants. This role will be responsible for planning and developing short- and long-term budgets.
Responsibilities and Duties:
Managing the grant application process, including reviewing, checking, and verifying that all information is accurate.
Oversee and manage the Budget Analyst, Maintenance, and HR Coordinator positions and monitor workflow, tasks, campus-specific mandates, and meet federal and state guidelines and deadlines.
Business Process Analysis – Defining, assessing, and improving operational processes and workflow
Analyzing & Interpreting Data – Have the ability to draw meaning and conclusions from quantitative and/or qualitative data
Critical Thinking – Analytically and logically evaluating information, propositions, and claims
Attention to Detail – Focusing on the details of work content, work steps, and final work products
Project Management – Planning and tracking projects to ensure they are on-time, on-budget, and achieve their objectives
Providing interpretation and guidance in matters relating to contract compliance and fund management
Preparing, reviewing, revising, and adjusting the Head Start/Early Head Start budgets and other components of the federal and state grants to ensure compliance with regulations and guidelines mandated by the grantors.
Monitoring expenditures and accounting transactions involving program funds.
Preparing cost analysis, monthly and quarterly budget reports, and making presentations to key stakeholders.
Analyzing expenditure trends to balance budgets.
Maintaining fiscal documents and reports to be presented to departmental leaders and auditors.
Oral Communication – Engaging effectively in dialogue and ability to be a liaison between the central campus, and the Head Start and state preschool program.
Presentation Skill – to professionally and formally deliver information in a group setting to high-level officials in any capacity
Serving as a liaison for external auditors and developing plans for implementing audit corrective actions.
Developing and implementing appropriate procedures to monitor and oversee the department’s financial operations.
Managing the receipt, distribution, and document retention of grantee applications and budget revisions.
Supervising the requisitioning of supplies and services and establishing and maintaining an inventory system for acquiring, tracking, and discarding equipment in accordance with federal and state guidelines.
Cultural Proficiency – Modeling communications and interactions that respect and include all individuals and their languages, abilities, religions, and cultures
Qualifications/Skills:
Knowledge of applicable laws, codes, regulations, and policies relating to managing and administrating the Head Start/Early Head Start and State Preschool Programs.
Familiarity with grant management, specifically with grants awarded by the Office of Head Start and California Department of Education and/or other State contracted entities.
Knowledge of fiscal laws for both public and non-profit organizations.
5 years’ experience in human resources and/or employee relations, financial management, experience in analyzing budgets and fiscal regulations, compiling, and reporting accounting data; conducting audits, or performing financial management, including fiscal experience in head start and state preschool-funded programs is preferred.
5 years of supervisory experience
Educational Requirements:
Bachelor’s Degree in Accounting, Finance, Business Administration, or other business-related field. Master’

The annual base salary range for this position is $99,960.00- $103,000.00. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state, and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.
Minimum Education: Bachelor’s Degree in Accounting, Finance, Business Administration or other business administration and/or related field
Minimum Field of Expertise: Business administration, accounting, or related degree and budget experience including government and fund accounting knowledge. Demonstrated knowledge of generally accepted accounting principles and practices.
