The Opportunity
Abt seeks a Project Management Officer (PMO) for the PMI Evolve project in the Global Development Group (GDG).
The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.
As the PMO, under the guidance of Program Management Leads, you will ensure the project has the operational, technical, and financial management support required for successful implementation.
Core Responsibilities
Support the development, implementation, and monitoring of workplans in collaboration with Program Management Leads, Global Support team staff, COPs and in-country technical leads.
Work closely with the country-based project leadership and staff to manage and document project deliverables and milestones are met on schedule and to the expected quality standards.
Contribute to writing, editing, and reviewing all other contractual deliverables and technical project documents.
Ensure the timely documentation and dissemination of major achievements, success stories, and best practices and contribute to increased capacity and visibility of in-country experts to do so as well.
Support or lead development of subcontractor SOWs, deliverables, and review of invoices from a technical standpoint.
Source internal and external technical assistance as needed, including drafting and managing scopes of work, and ensuring that the technical assistance meets expectations.
Analyze project financial performance with support from PFA, track field procurements and make recommendations to Country teams.
Work with the Site Assurance Manager to build capacity of country team counterparts - in particular F&A Managers and Procurement Managers on all aspects of project operations, with particular emphasis on local procurement.
Strengthen Procurement Controls at the Site Level. Ensure that local procurement tracker is being updated on a regular basis by country counterparts.
Review and approve local procurement requests above 10K, liaise with procurement for LPOs 25K or above.
Support project monitoring, evaluation, research and learning efforts.
Escalate any ethics and performance issues and work with Program Management Lead and relevant departments for their timely resolution.
Provide on-demand operational support as needs arise, in domains such as human resources, procurement, or other operations-related areas.
Ensure the operational and technical excellence of the project.
Where relevant, oversee and provide training for work performed by a Project Management Analyst; mentor and guide Project Management Analyst.
What We Value
Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
Business proficiency in French or Portuguese required.
Relevant project management and/or technical delivery experience in one or more health-related domains such as: vector control, entomology, etc. required.
Hand-on experience training and strengthening capacity of country staff.
In-depth knowledge in procurement of high value, large volume goods and services to support vector control and entomology programs.
Experience working on large, complex USAID-funded projects.
Demonstrated understanding of the program management cycle.
Demonstrated analytical skills, writing skills and communications skills are strongly preferred.
Ability and willingness to travel to project locations overseas.

This position offers an anticipated annual base salary range of approximately?$79,000 to?$115,000 and may vary by ten percent depending on candidate geographic location.? Salary offers are made based on internal equity and market analysis. ?
