POSITION SUMMARY Under the direction of the -Director of Support Services, the Public Safety Manager is involved in establishing, promoting, mid managing hospital security and property protection programs by performing duties personally or through subordinates. Responsibilities consist of management of security staff, recruiting, training, assigning, managing and assessing, staff development – including the development of the shift supervisors. Customer Satisfaction, including monitoring, listening and problem solving. Reporting all issues of involved crime, visitors, employees which occur on the premises to the Director of Support Services. Assisting the Director of Support Services in budget management, planning, monitoring and implementation. The Public Safety Manager should continue his/her own self development by attending courses, in-house education, seminars and outside reading. Overseeing the department training schedule, and recertification of instructors and employees.
This position requires the full understanding and activate participation in fulfilling the mission of Martin Luther King, Jr. Community Healthcare(MLKCH). It is expected that the employee will demonstrate behavior consistent with the core values of the hospital. The employee shall support Martin Luther King, Jr. Community Hospital’s strategic plan and the goals and direction of the quality and performance improvement process activities therein.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Recommends revisions to the manpower time schedule to provide twenty-four hour a day, seven days a week, security coverage as operational needs change;
Monitors and recommends revisions to the access control system for all buildings of the Martin Luther King Jr. Community Healthcare;
Administers and maintains the photo identification system of the Martin Luther King Jr. Community Healthcare;
Administers and maintains a system for key control for the hospital facility;
Continually monitors a system for theft control both internally, and externally and recommends appropriate changes;
Conducts in-service education programs for security division personnel;
Gathers and compiles data for the preparation of budget and personnel requests for Director of Support Services and formulates appropriate justifications;
Assists in administratively maintaining surveillance of parking areas to assure the employees and visitors are parked in designated areas and prevent vandalism;
May attend meetings, training conferences and similar seminars on safety;
Assists in reviewing and analyzing the safety and security programs and makes proposals for necessary revisions and innovations;
Submits security reports and other required reports as requested;
Assists in the development of contingency plans to deal with various types of emergency situations;
Conducts unscheduled tours of the hospital campus to assure that safety and security measures are being carried out.
POSITION REQUIREMENTS
A. Education
High school diploma or equivalent certification required.
Completion of a Law Enforcement POST-Training Regular Basic Course Academy with valid proof of certification required or completion of the Basic Course Modular Format constitutes satisfaction of the Regular Basic Course.
Training requirement is delivered in a three-level instructional sequence. Successful completion of the Module III (144 hours), Module II (189 hours) and Module I (394 hours) with valid proof of certification required or a Bachelor of Arts (BA).
Bachelor of Science (BS) Degree in Administration of Justice/Criminal Justice will be accepted in lieu of Regular Basic Course POST certification or A valid PC832 (40hr) class with proof of certification required along with degree if applicant does not have POST certification, extensive work history in the field of public safety/law enforcement and or security may be considered in lieu of education and POST certification however, the Public Safety leadership team will make the determination, what experience level may be accepted.
Training in cultural diversity or sensitivity is a plus.
A Certified Healthcare Protection Administrator (CHPA) designation is preferred. If not, the CHPA designation must be obtained within the first 18 months of being hired.
Complete ICS 100, 200, 300, 400, 700, and 800 within first 6 months of being hired.
B. Qualifications/Experience
Must have a valid California driver’s license and guard card
5 years minimum of experience working in security or Public Safety, specifically in a health care environment.
1 to 3 years minimum of supervisory experience working in security or Public Safety, specifically in a health care environment
Valid BLS Certification required
Must complete annual Workplace Violence Prevention Program/Certificate, per hospital policy, during initial training/orientation but not to exceed 30 days from hire/transfer.
Excellent guest relations skills required
Computer literacy required
Expertise conducting complex investigations
Experience conducting interviews and obtaining investigative information for report writing
Ability to provide detailed reports of collected data and findings
Strong attention to detail with commitment to accuracy and quality
C. Special Skills/Knowledge
Demonstrated commitment to a strong service orientation
Strong interpersonal and communication skills
John E Reid technique of investigation and interrogation completion a plus
Understanding of CCTV footage collection, sensitivity and follow-up
Ability to work under pressure and to maintain efficiency and composure in sensitive situations
Experience with Microsoft Office
Ability to type 50 words or more a minute
Ability to establish and maintain cooperative and harmonious working relationships
