Under direction, plans, organizes and manages Agency-operated facilities including water reclamation, recycled water system, groundwater recharge (GWR) operation and desalter; ensures the Agency’s water reclamation plants, desalter and recycled water facilities are in compliance with all regulatory requirements and produce safe, high-quality products; provides professional advice to management on the resources required to operate the Agency’s facilities in a safe, reliable and cost-effective manner that meets all regulatory requirements; and performs related duties as assigned.

A Deputy Manager of Operations is responsible for managing staff engaged in operating facilities and equipment, including wastewater/water treatment, water reclamation facilities, wastewater lift stations and wellhead facilities required to produce compliant effluent and bio-solids, high-quality recycled water and potable water. Work requires an in-depth understanding of the design and operation of Agency-operated facilities and involves significant accountability for ensuring stable, depend­able operation of the facilities and equipment in compliance with regulatory requirements. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution.

An employee in this class reports to the Manager of Operations and manages the work of supervisors and operators.

Deputy Manager of Operations is distinguished from Manager of Operations in that an incumbent in the former class manages a particular group of facilities rather than the entire Operations Unit.

Plans, organizes, controls, integrates and evaluates the work of the assigned sections of the depart­ment; with staff, develops, implements and monitors work plans to achieve goals and objec­tives; contributes to the development of and monitors performance against the annual operating budget; supervises and participates in developing, implementing and evaluating plans, work processes, systems and pro­cedures to achieve annual goals, objectives and work standards.

Manages the performance of assigned staff; interviews and selects new staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; hears and makes recommendations on grievances; subject to management concurrence, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Agency human resources policies and labor contract agreements.

Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and Agency’s mission, objectives and values regarding teamwork, mutual trust and respect; applies process improvement and quality management principles to assigned areas of responsibility.

Participates in the formulation and implementation of departmental policy, planning and strategy development; leads and directs staff and consultants in the development and applica­tion of new methods and processes to achieve higher efficiency, quality and innovation in department work processes.

With subordinate supervisors, manages the work of staff to ensure the operational status of Agency-operated facilities, including treatment plants, pumping stations and distribution/transmission facilities and equipment; ensures treatment standards and goals are achieved through the effective operation and maintenance of facilities and equipment; manages and monitors chemical treatment disinfection processes to meet quality standards.

Confers with and advises water quality and engineering managers, staff and consultants regarding wastewater/water treatment and maintenance and the design and construction of new facilities and the expansion/renovation of existing facilities; consults with engineering staff on operating system deficien­cies and recommended solutions; provides an overview of projects to assess scope of work involved and potential issues/problems; performs pre-project walk-throughs with engineering and construction staff; coordinates work with other sections, departments and other agencies to avoid disruptions in service.

Conducts or assigns operational analyses relating to treatment plants or capital projects issues; identi­fies problems, determines analytical techniques and statistical and information-gathering processes, and obtains necessary information and data for analysis; analyzes or reviews staff analysis and makes recommendations; identifies areas to improve efficiency and effectiveness including changes in equipment, materials, work flow, training, staffing and technological support; discusses findings with management; prepares reports; develops implementation plans and assists in implementing policies and procedures.

Manages the budget for assigned functional area including assisting in the development and monitoring of budget documents, performing or reviewing research, complex analyses and projections and analyzing trends and expenditures; tracks expenditures against the budget and compiles and analyzes budget variance reports; oversees the processing of purchase requisitions, check requests and the preparation of invoices and billing; manages and maintains inventory.

Provides input into department key performance indicators (KPIs); oversees or develops programs and systems to track and report KPIs; tracks and reports changes, variances and projections versus actuals; reviews and analyzes maintenance data and performance reports to ensure department goals, objectives and standards are being met.

Prepares and coordinates a variety of work reports and records; attends meetings; schedules and maintains mandatory training records for section staff; represents the section/department with other divisions, departments, utilities and agencies; responds to inquiries and complaints from members of the public.

May act as the Manager of Operations in that individual’s absence.

Graduation from an accredited four-year college or university with a major in business or public administration, chemistry, biology, civil, mechanical or chemical engineering or a related field, and at least six years of progressively responsible experience in operations of a wastewater or water treat­ment plant or relevant facility, including two years of supervisory responsibilities; or an equiva­lent combination of education, training and experience.

California State Water Resources Control Board Water Treatment Plant Operator Grade T5 is required at hire or promotion.

California State Water Resources Control Board Water Distribution Operator D4 is required at hire or promotion.

A CA-NV AWWA/CWEA Advanced Water Treatment Operator Grade 3 (AWT3) or higher certification is highly desirable.

California State Water Resources Control Board Wastewater Plant Operator Grade V certification is highly desirable.

Annual certification for CPR, First Aid, HAZWOPER forklift and confined-space entry training and annual completion of Self-Contained Breathing Apparatus face fit per OSHA requirements may be required.
