ABOUT THE POSITION

This is a non-sworn position that is under the supervision of the Fire Marshal. Performs fire and life safety inspections of buildings and occupancies within the City; performs plan reviews for compliance with applicable standards; interprets and applies applicable codes to occupancies in the City to ensure compliance; and perform other, related work as assigned.
Effective the start of the pay period that includes April 1, 2024, employees will receive a four percent (4.0%) across the board pay range increase. Additional four percent (4.0%) increase on April 2025.

An Eligible List of qualified applicants will be established from this recruitment. Eligible List may be utilized to fill other full and part -time vacancies as needed. Generally, a valid Eligible List is in effect for up to one year.
EXAMPLES OF ESSENTIAL FUNCTIONS
The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification. Depending on assignment, duties may include, but are not limited to, the following:
Conduct fire and life safety inspections of buildings for compliance with existing codes, laws and ordinances
Conducts testing of fire alarm systems; fire sprinkler and standpipe systems; fixed fire extinguishing systems; and clean agent systems to assure compliance with approved plans and national standards.
Performs existing construction/equipment plan reviews and indicates necessary corrections for fire protection/life safety systems; ensures plans meet the requirements of related federal, state, and local fire protection, life safety codes, regulations and restrictions
Maintain inspection records for occupancies throughout the City of Downey
Prepares written reports and correspondence including notices of code violation, inspection reports, and other documents relative to fire and life safety code enforcement
Provides public education on fire and life safety practices
Performs other, related duties as assigned
QUALIFICATIONS
Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination is as follows:
Education: High School Diploma or equivalent (GED), supplemented by college level coursework in fire science, fire engineering, construction/building design, hazardous materials, or a related field.
Experience: Three (3) years of inspection and enforcement experience in a comprehensive fire prevention program.
OR
A Bachelor’s degree from an accredited college or university with major coursework in fire science, fire engineering, hazardous materials management, or related field.
License/Certification: Completion of CSFM Fire Inspector 1A, 1B, 1C, and 1D coursework or possession of CSFM/ICC Fire Inspector I certificate.
Highly Desirable:
Completion of Plans Examiner 1A, 1B, and 1C or possession of CSFM/ICC Plan Examiner certificate.
Bilingual with the ability to speak, read, and write in Spanish.
Hazardous Materials First Responder Operational (FRO)
Knowledge of: Concepts and theories of fire science as they relate to fire prevention and code enforcement. Principles, practices, and techniques of modern fire protection, prevention, and suppression, including fire protection equipment and systems. Plan check methods and practices as they pertain to fire protection and fire prevention. Fire hazards and the related prevention and abatement methods. Fire prevention inspection methods and techniques. Standards used in the storage, handling, and disposal of hazardous materials, explosives, highly flammable materials, and other toxins used in industrial settings. Mechanical, chemical, and related characteristics of a wide variety of hazardous materials, chemical reactions, and fire behavior. Applicable federal, state, and local laws, codes, and procedures relevant to assigned areas of responsibility. Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various professional, educational, and regulatory organizations. Principles and procedures of record-keeping. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.
Ability to:Communicate effectively verbally and in writing; maintain effective working relationships with co-workers and the public; follow written and verbal instructions; use independent judgement in routine and non-routine situations; review and evaluate construction drawings and plan applications for fire safety to ensure code compliance with all Federal, State and local Fire and Life Safety codes; provide plans review oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards.
License Requirement: Due to the performance of field duties, the ability to operate a City vehicle may be required; therefore a valid California Class C Driver's License and acceptable driving record at time of appointment and throughout employment in the position is required.
California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
ADDITIONAL INFORMATION
Physical Tasks and Environmental Conditions: Work is primarily performed in an office environment that requires extended sitting, mobility in the field at construction sites with potential exposure to dangerous machinery and potential physical harm, ability to lift and carry up to 25 pounds, and perform other similar actions during the course of the workday.
