SUMMARY
Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). HFH was created and put into implementation in support of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County’s effort to address and combat homelessness in the communities residing within Los Angeles County.
The Homeless Prevention Unit (HPU) is a new initiative on the Housing and Services Team of HFH. The HPU is a collaborative effort between the California Policy Lab (CPL), DHS-HFH, and the Department of Mental Health (DMH). The HPU proactively identifies individuals who are most at risk of homelessness through predictive analytics and provides them with flexible, early interventions to resolve issues that might lead to the loss of their housing.
The HPU has significant interactions with several County departments to address challenges navigating service systems and/or to connect or re-connect individuals to services to ensure housing stability; therefore, the ideal candidate will be knowledgeable in mainstream and specific programs and services tailored to people experiencing homelessness while being flexible to meet the changing needs and demands of the program.
The Staff Assistant I (Budget Specialist) position will serve in a supportive role on the Homelessness Prevention Unit by assisting in budget development, research and analysis, and the development of recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs within the HPU.
The HPU Budget Specialist will work with Case Management teams to process and track financial assistance requests for HPU program participants, monitor expenditures by client and program-wide, and prepare summaries of financial activities to keep management informed of trends in HPU expenditures. This will also include regularly communicating with Brillant Corners, the fiscal administrator of HPU program funds, to facilitate a smooth process for distributing financial assistance to clients.
The HPU Budget Specialist will assist the Budget Manager in developing an annual budget for the HPU, preparing expenditure reports, preparing and maintaining budgeting tools, and evaluating current operations and financing to make recommendations to improve the existing program and prepare for future scaling.
The Staff Assistant I (Homelessness Prevention Unit Budget Specialist) is an excellent verbal and written communicator, problem solver, and analytical thinker with the ability to engage with internal and external stakeholders and understand and respond to their needs in rapidly changing environments. They are highly organized and can manage multiple overlapping timelines.
ESSENTIAL FUNCTIONS
Financial Assistance, Reporting, and Analysis
- Assist with the processing, data entry and analysis of HPU client spending.
- Communicate with Case Management and Program teams to facilitate the process of distributing financial assistance to HPU clients
- Assists in analyzing budget patterns and client expenditures to provide program and fiscal recommendations.
- Run and organize reports using raw data from CHAMP and Brilliant Corners to prepare audits, presentations and reporting, as needed.
- Rigorously documents processes and procedures used for all reporting and analysis.
- Provides instructions, answers questions, and provides trainings related to program financial assistance distribution.
- Regularly performs special projects and assignments, such as ad-hoc department reporting and program analyses.
- Other duties as assigned by the Assistant Staff Analyst
Tool Development and Maintenance
- Assistant in refining program budgeting practices through the creation of new budget and analytical tools
- Helps to design, build, maintain, and implement budget reporting, dashboards and analysis tools
Project Management:
- Assists with the design, development, implementation and maintenance of fiscal reports, dashboards and analysis tools
Contract and Grant Management:
- Assists with monitoring multiple funding streams to ensure that HPU is maximizing funding opportunities.
- Assists with monitoring deliverables from all partners and identifies potential budgeting roadblocks and identifies solutions.
- Assist with compiling, generating, and reviewing funding reports to HPU management and stakeholders
- Prepares and submits invoices and performs a financial audit for sub-recipients
JOB QUALIFICATIONS
The ideal candidate has experience working in operations or finance for a program that provides housing and support services to clients who are homeless or are at risk for homelessness; - OR - Making recommendations for the design and/or implementation of programs to combat homelessness.
EDUCATION/EXPERIENCE
One (1) year working in a program that provides housing and support services to clients who are homeless or are at risk for homelessness; - OR - (B) One (1) year analyzing and making recommendations that address organizational management issues such as planning, program development, project management, budget development, and program evaluation of health and human services for high-risk populations (e.g. homeless, justice-involved, mentally ill, substance use disorder or medically complex).
CERTIFICATES/LICENSES/CLEARANCES
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successful clearing through the Live Scan process with the County of Los Angeles.
