The City of Pasadena's Housing Department is seeking a dynamic and talented individual with experience coordinating homeless programs and services. This position works in the Supportive Housing Division and assists the Program Coordinator III in various program tasks and projects covering a range of issues associated with homeless services programs, including grants management, administering homeless counts, and Continuum of Care planning.
The ideal candidate will be a strong writer, self-starter, analytical, quick learner, and demonstrate working knowledge and/or experience of local and regional homeless services. Organizational skills are also key in this position due to the nature of the work performed that is driven by deadline and various grant requirements. The ideal candidate is adept in project management and executing program objectives.
Essential Functions

Plans, organizes, directs, coordinates and evaluates the activities of assigned program.
Evaluates program needs and develops an effective program; develops procedure with area of responsibility and instruction materials to assist in accomplishing program goals.
Maintains up-to-date knowledge of federal, state and local laws, regulations, and policies, procedures that govern program operation for each applicable funding source.
Prepares and submits budget requests for the program; consults with supervisors on priorities and availability of funding and other sources.
Negotiates contracts with consultants.
Researches and writes Request for Proposals; evaluates and recommends on the acceptance of proposals; assembles, monitors and facilitates peer panels to review and recommend on proposals.
Prepares analytical papers, publications, planning documents and administrative reports.
Investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants and/or services.
Makes recommendations on administrative and operational problems, policies and procedures.
Establishes effective working relationships with community groups or representatives or agencies related to or affected by the activities of the assigned program.
Performs other related duties as assigned.

EDUCATION AND EXPERIENCE
Bachelor's degree in business or public administration, liberal arts, public relations, social science, sociology, psychology or a closely related field and
Two years of professional experience in homeless services or related field.
SELECTION PROCESS The selection process will consist of any combination of a training and experience evaluation, interview panel, and department-level interviews.

The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future. Candidates selected for this position are subject to a one-year probation work period.
Special Requirements
Must have or obtain a Class C California driver's license and a satisfactory driving record, as they may be required for some assignments.
