The Community
The City of Bell Gardens is a primarily Hispanic community with a population of just over 42,000 people. It is located in Los Angeles County approximately eight (8) miles southeast of the City of Los Angeles, eleven (11) miles north of Long Beach, and 15 miles east of the Los Angeles International Airport. The City has an area of 2.4 square miles and shares a common boundary with the Cities of Bell, Commerce, Cudahy, Downey, and South Gate. Bell Gardens is considered an integral part of the Los Angeles-Long Beach metropolitan area.
The Division
The Building & Safety Division is part of the Community Development Department, which also consists of Code Enforcement, Economic Development, Housing, Business License, Planning and CDBG Administration. The Building & Safety Division issues permits for all new construction or modifications to existing developments (commercial, residential or industrial) in the City. It is responsible for the implementation and enforcement of city and state codes relating to the construction, remodeling, alteration, repair and demolition of buildings and structures located within the city to ensure that building and structures are built to minimum standards to safeguard public welfare.
The Position
The Community Development Department's Building & Safety Division is seeking an experienced Business License/Building Permit Technician to join their team. Under general supervision by the Building Services Supervisor, this position enforces the business license provisions of the Municipal Code; calculates and collects license fees; follows- up and collects delinquent fees due to the City; processes all permits pertaining to building, electrical, mechanical, plumbing, sewer, and miscellaneous permits; performs related duties as assigned.
Examples of Essential Functions
This position is responsible for the daily operation of the Business License Division and Building and Safety Division. Incumbents in this class report directly to the Building Services Supervisor and perform technical tasks related to the issuance of business licenses and building, electrical, plumbing, mechanical, sewer and miscellaneous permits according to established procedures. Incumbents are expected to perform duties with sufficient knowledge of departmental procedures and precedents. Employees in this class often have extensive contact with the public answering procedural questions and/or giving out factual information.
- Performs duties related to the processing of business license applications; determines the type of license required, calculates fees and figures, calculates fees applied to penalty charges and any other regulatory and revenue provision of the municipal code.
- Reviews and completes all forms related to the business license application process and distributes copies to appropriate departments and agencies.
- Assists Planning and Code Enforcement Divisions with cases of individuals or business suspected of operating in violation of the provisions of the municipal code.
- Responds to inquiries in person or by phone regarding any explanation of municipal code provisions and ordinances and other information regarding licensing procedures.
- Prepares and sends renewal forms monthly.
- Sends out reminders for code enforcement to deliver delinquent notices requesting renewal payment of expired business license.
- Works closely with other city departments and outside agencies (e.g., Fire, Industrial Waste, Health Department) and maintains a cooperative and effective work relationship with business owners.
- Maintains a current data base containing all pertinent and confidential information on all city businesses; responds to all oral or written inquiries from state board of equalization, industrial waste, and health department.
- Prepares and completes the quarterly SB1186 and prepares the demand for payment processing.
- Processes business license renewals monthly; prints and mails new business license certificates to the businesses.
- Assists the Planning Division with verification of unpermitted banners and making sure business license was issued.
- Assists the Planning Division with verifying any existing businesses at the time of change of ownership and news business taking over, following with Zoning Compliance Forms; once approved, issues the new business application packets.
- Issues all permits related to Building, Electrical, Plumbing, Mechanical, Sewer and Miscellaneous.
- Processes all permits needed for Miscellaneous and Electrical permits for Special Events.
- Provides applicants with documents needed for A.Q.M.D., Montebello School Fees, Sanitation application, and Title 24 compliance.
- Reviews and issues initial permit application for plan check review; completes the building plan review transmittal for plan-check engineering intake; and reviews plan check re- submittals with corrections.
- Submits request releases for utility companies (i.e., electric and gas).
- Maintains a monthly log for building permits; maintains copy of all permits issued; and mails copies to Los Angeles County Assessor’s Office.
- Processes Demographic Research for Housing Unit Change Form Reports and Congestion Management Program for Los Angeles County Report - U.S. Census Bureau.
- Processes the California Building Standards Commission Reports, Strong Motions Instrumentation and Seismic Hazard Mapping Fee Reports, Demands for payment approval for State Department of Conservation and California Standards Commission.
- Assists the public with obtaining information regarding sewer Location.
- Responsible for all supplies for Building and Safety permits, inspections cards, etc.
Minimum & Desirable Qualifications
Knowledge of:
Applicable Municipal tax and City codes; knowledge of modern office practices, procedures and equipment.
Ability to:
- Communicate clearly and concisely, both orally and in writing.
- Deal effectively with the public and business community

Minimum Qualifications
Any combination of education, training and experience that has provided the knowledge, skills and abilities necessary for successful job performance. A typical way to obtain the requisite qualifications to perform the duties of this class is as follows:
Education and Experience
Graduation from high school or equivalent; two years of responsible clerical experience, and two years’ experience in inspection, investigation, and collection activities.
Building Technician certification is not required but preferred; applicant may obtain certification within a year of accepting position.
Special Requirements
Possession of or ability to obtain a Class C California driver’s license and a satisfactory driving record, may be required for some assignments.
Ability to communicate in Spanish may be required for some assignments.
Physical Requirements:
Work is done in a standard office environment with several hours spent sitting and using a computer terminal or outside in all weather conditions. May be necessary lift, push, pull, climb, or stand for long periods of time.

EXAMINATION/SELECTION

Initial appointment is contingent upon satisfactory completion of a City paid physical examination, drug screening, background check and verification of U.S. Citizenship or right to work in the United States. This position is subject to and dependent on the continued availability of funds and the manpower needs of the City of Bell Gardens. The successful candidate will be required to satisfactorily complete a probationary period before being promoted to "regular" status.
