A typical way to obtain the requisite qualifications to perform the duties of this class is as follows:
Education and Experience:
Graduation from high school or GED and two (2) years of full time, paid experience in public contact work with primary responsibility in enforcing regulatory codes, collections, credit, investigations, or inspection work and one (1) year of Code Enforcement Aide experience. Experience and/or education in a related field may be substituted on a year for year basis.
Knowledge of:
- Applicable laws, codes, regulations, policies, and procedures.
- City organization, operations, policies, and objectives.
- Current City, State and Federal Runoff regulations.
- Site visit report writing and NPDES inspection practices.
- Office practices and procedures.
- General recordkeeping practices.
- Interpersonal skills using tact, patience, and courtesy.
Skill and Ability to:
- Enforce provisions of the City's municipal code and zoning laws and health and safety codes, building codes, fire codes, and animal pound regulations.
- Perform inspections and searches, issue citations, notices, and orders; respond to related code enforcement complaints and questions.
- Perform procedures and techniques used in investigation or inspection for compliance with municipal ordinances and regulations.
- Interpret and explain required City codes and ordinances, state and federal laws, and apply them to a variety of situations.
- Attend specialized workshops, seminars, and training meetings related to code enforcement and public security.
- Provide NPDES education to non-compliant businesses.
- Effectively communicate orally and in writing.
- Maintain accurate records and prepare clear and concise reports.
- Establish and maintain effective working relationship with others.
License and Certificate:
Possession of a valid California Class C driver's license. Employee in this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record. Obtaining an 832 P.C. certificate within the completion of the probationary period is required.

RECRUITMENT PROCESS
Applications will be screened and evaluated for relevant training and experience. Applications must be complete and include any and all required documents. Only those applicants determined to be among the most qualified may be invited to participate in the recruitment process which will consist of the following testing components:
- Supplemental questionnaire, no weight
- Oral Panel Exam, weighted at 100%
The Human Resources Department reserves the right to adjust, modify, delete, and/or change the above testing components and/or weights.
Supplemental questionnaires are used to evaluate the applicant’s indicated abilities with the ideal candidate profile. Applicants must achieve a cut-off score of 70% or above on the oral examination to be placed on the eligibility list. Passing any and/or all does not guarantee an invitation to the selection interview. The Human Resources Department reserves the right to invite those amongst the highest scoring to the next phase of the recruitment.
Revisions to a testing component during a recruitment process can be made at the discretion of the Human Resources Department. Applicants will be notified by email if a revision is made. An eligibility list will be established in accordance with the City's Personnel Rules, Rule VI, and Employment List Procedures.
