The Court Operations Manager has direct oversight over a major diversified division that may include ancillary units and/or the daily oversight of an outlying branch court. Incumbents work closely with the Court’s judicial and executive leadership, as well as with as State and local justice partners. Management at this level is accomplished through the Deputy Court Operations Manager(s) and/or supervisory staff. Work requires advanced operations analysis capabilities, project management, negotiation skills, critical thinking, communication skills, as well as the ability to integrate ideas and efforts to achieve expected results.
The Court Operations Manager reports to a Deputy Chief Operations Officer. Incumbents are expected to exercise good judgment and influence positive change. The Court Operations Manager exhibits professional maturity and expertise to formulate and administer plans, policies, and programs in support of organizational goals and objectives. Incumbents implement, direct, and evaluate department needs to assure essential services are provided in an effective and efficient manner. Incumbents develop, recommend, and implement program policy as well as perform other related duties as necessary. The Court Operations Manager is expected to demonstrate strong leadership skills in leading their unit and demonstrate strong collaboration with other managers in operations as well as other units of the Court. The following are some representative duties:
Manages the day-to-day operations of assigned area(s) and works with executive and judicial leadership, deputy managers, supervisors, and lower-level staff to carry out the Court’s purpose and the unit(s) assigned.
Completes operational requirements by selecting, orienting, and training lower-level managers or supervisors; ensures standards and desk procedures are established and maintained to ensure legal compliance and to support the Bench, the public and justice partners. Measures results against standards and makes necessary adjustments or corrective action. Sets goals and objectives for the unit(s) and leadership staff that enhance services and efficiency.
Leads and motivates assigned unit to ensure operational needs are met by demonstrating strong leadership, developing staff, fostering a culture of collaboration, and partnering with other cross-functional managers throughout the Court to ensure operational goals are met.
Demonstrates organizational awareness by understanding how political, organizational, and technological systems work and operate effectively. Promotes Court policies, procedures, rules, and applicable laws while moving easily and effectively between the role of supporting judicial officers and following administrative standards. Works closely with supervising judge and supports the local Bench with high-level and sensitive issues. Establishes professional relationships with key players to identify and resolve local issues, as well as issues that may have court-wide impact.
Demonstrates leadership and ethics by influencing positive change, mentoring lower-level managers to support the goals and objectives of the Bench and executive management. Sets high yet achievable standards and expectations for self and lower-level managers. Demonstrates behavior that sets an example for staff in terms of the Code of Ethics, sound business practices, and Court/division strategic plans. Displays excellent discretion and judgment in interactions and decisions. Designs short- and long-term plans for the work unit. Encourages and facilitates cooperation within the court and the public. Fosters commitment, collaboration, team spirit, pride, and trust; clearly defines responsibility and delegates authority appropriately.
Assures effective controls are developed and maintained to ensure the integrity of the operational unit. Holds self and others accountable for rules and responsibilities, takes steps to mitigate risks, and accepts responsibility for breakdowns. Executes and tracks projects within areas of responsibility to assure they are completed in timely a manner and within budget. Monitors and evaluates plans, focusing on results and measuring attainment of outcomes.
Maintains and enhances professional and technical knowledge by attending educational workshops, reviewing professional publications, monitoring legislation, establishing personal and professional network of court professionals, and participating in professional associations/societies.
Understands, applies, and interprets federal and state laws, as well as Judicial Council requirements affecting Court programs by studying existing and new requirements, enforcing adherence to requirements, filing required reports, and advising administration on necessary actions.
Selects, trains, motivates, and evaluates lower-level managers and staff performance. Communicates expectations, monitors performance, and completes performance appraisals. Coaches for performance improvement and development, when necessary, and provides guidance and support to lower-level managers and supervisors on difficult and sensitive performance management issues, while also maintaining employee morale. Recommends and issues corrective and/or disciplinary action to address conduct and performance issues, in accordance with Court personnel practices, policies and labor contract provisions; and recommends merit increases based on established protocols.
Attends and participates in professional and various Court meetings; stays abreast of new trends, innovations, and laws in the field(s) of court operations; and performs related assignments within area of responsibility.

COURT OPERATIONS MANAGER
EDUCATION:
High school diploma or GED equivalent.
EXPERIENCE:
Three (3) years of full-time (or equivalent) court management experience -OR-
Four (4) years of full-time (or equivalent) court senior operations analyst experience while supervising staff, -OR-
Five (5) years of full-time (or equivalent) non-court management experience in a closely related legal environment such as City Attorney, County Counsel, District Attorney, Public Defender, Probation Department, or large law firm with 20 or more attorneys.
DESIRED EXPERIENCE:
Experience working for a California Court.
One (1) year budget management experience with direct oversight of a specific cost center budget (e.g., served in a Cost Center Manager capacity) is highly desirable.
DESIRED EDUCATION:
Master’s or bachelor's degree from an accredited college or university in the fields of business, public administration, criminal justice, finance, economics, organizational leadership or a closely related field; certification from the Institute for Court Management's Court Management Program (CMP); Judicial Administration Program; or completion of the Court Executive Development Program (CEDP).
