GENERAL STATEMENT OF DUTIES This is supervisory, technical work with administrative responsibilities for directing the water supply, sewage disposal, solid waste and recycling systems of the City. This position assists the Superintendent of Public Utilities in administering and overseeing all department required duties and responsibilities.
DUTIES AND RESPONSIBILITIES
Responsible for the operation and maintenance of the City’s water, sewage treatment and solid waste and recycling facilities, including responsibility for layout, construction, maintenance and repair of the public water supply and sewage disposal systems.
Responsible for the overall supervision and operation of the City’s closed landfill and of the landfill’s gas collection system.
Oversees management of wood waste processing and leaf composting operations.
Oversees programs for recycling and Household Hazardous Waste Collection Events.
Provides professional assistance of a sanitary engineer to the City as requested and required by the operation of the Department’s facilities. Work requires the use of considerable independent judgement within the framework of established policies.
Directs and supervises, through subordinates and direct contact, the operation and maintenance of the complete Water System, Sewer System and appurtenant facilities and infrastructure.
Oversees the planning, study, design, engineering and construction of improvements, upgrades and rehabilitation of existing water and wastewater system assets, facilities and infrastructure.
Makes feasibility studies of necessary upgrades and improvements to the water system, sewer system and appurtenant facilities and infrastructure.
Purchases materials, equipment and services necessary to maintain operations.
Develops department operating and capital budgets.
Audits the maintenance of operating records, analyses operating trends and makes changes in procedures to correct and improve water and sewage treatment.
Provides professional services to the City and oversees professional services that are necessary for complete water and wastewater system utility operations.
Supervises and oversees contracts for the operation of the City sewage treatment plant and sewer pump stations, as well as solid waste and recycling functions, and wood waste processing and leaf composting.
Ensures all department workers receive and are compliant with health & safety training programs required of associated job functions.
Performs related tasks as required and assigned by the Superintendent.
MINIMUM QUALIFICATIONS AND REQUIREMENTS Knowledge/Abilities/Skills: Extensive knowledge of methods and practices involved in the operation of public water, sewage treatment, solid waste and recycling systems; thorough knowledge of the chemical, physical and bacteriological processes involved in the control of water and sewage treatment. Considerable knowledge of the laws, ordinances, and other regulations required by the City and State; ability to administer a technical program and related testing and inspection procedures; ability to prepare clear and comprehensive reports.
Education & Training Graduation from an accredited college or university with a degree in Civil Engineering. Licensed to practice as a Professional Engineer (P.E.) in the State of Connecticut or must have an Engineer-in-Training (EIT) certification & license with the ability to obtain a CT P.E. license within one year of hire. Valid driver’s license required.
Experience: Extensive knowledge and demonstrated experience (minimum four years) in the design, construction, operation and administration of public water and sewer systems.
Supervision Received: Written and oral objectives are to be obtained within the overall policies of the City from the Superintendent of Public Utilities.
Supervision Given: Assists the Superintendent with the supervision of a subordinate staff of administrative, technical, operating and maintenance personnel. Use of considerable independent judgement within the framework of established policies.

1. Application Review The Civil Service Commission is responsible for reviewing the applications to determine if they are complete and meet the minimum requirements for the position. The Commission will review all the applications for the position during their bi-weekly meetings following the closing date of the position.
If an application is accepted by the Civil Service Commission, then the applicant will be notified in writing and will be informed of the next step in the process. If the Commission does not accept an application, the applicant will also be notified in writing.
2. Testing Once an application is accepted by the Civil Service Commission, the applicant will be notified in writing of the next steps in the testing process. Each test phase must be passed in order to continue to the next level of the selection process. The examination for this position will consist of the following parts:

3. The Eligibility List
A passing average score of “70” on the above test will place an applicant on the Eligibility List in rank order. The rank on this list is established according to the scores on the exam(s) indicated above plus any additional applicable seniority points awarded. The resulting list is then certified by the Civil Service Commission and will be used to fill vacancies as they occur, as per Civil Service Rules.
If the list is not exhausted, it remains in effect for one year. However, the Commission can decide to extend an eligibility list for one additional year.
Participation in the testing and recruitment process and/or placement on an eligibility list does not guarantee a continuance in the remainder of the hiring process nor does it imply or constitute an offer of employment.
4. Additional Testing Requirements
Once the eligibility list is certified, depending on the number of vacancies, candidates with the highest ranking on the list will be interviewed by a panel of City Officials. As future positions become available, applicants are interviewed from this list based on their ranking for as long as the list is active.
