The Position
There are currently two positions available for Business Systems Analyst III in the Information Technology Department. The eligibility list established from this recruitment may be used to fill other Information Technology Business Systems Analyst III vacancies during the life of the list. The Information Technology (IT) Department's mission is to efficiently deliver business-driven, quality technology solutions and services for the City of Santa Cruz staff and public. IT focuses on infrastructure, communications, business and client services, relationship management, security, and administration services.
Under direction, the Information Technology Business Systems Analyst III analyzes, designs, develops, re-engineers, and implements complex, in-depth efficient business, financial, and operations processes and systems in support of organizational business functions; works independently and acts as a lead over multiple, integrated business process and re-engineering projects; gathers and analyzes data in support of technology business cases, proposed projects, and systems requirements; generates and compiles reports based on the findings, complete with probable causes, recommended options and possible solutions to process and systems issues.

Typical Duties
(May include, but are not limited to, those duties listed below.)
With an understanding of many functional areas and applications, leads the planning, analysis, initial design, development, re-engineering and implementation of new processes and their associated applications, and enhancements to existing applications.
Independently identifies and establishes the scope and parameters of systems analysis in order to define outcome criteria and measure-taking actions.
Reviews and analyzes the effectiveness and efficiency of complex, integrated existing processes and systems and develops strategies for improving or further leveraging across many functions and/or applications.
Performs complex changes in packaged systems configuration and master data and has experience in many functional areas and in a variety of different applications.
Creates process and systems models, specifications, diagrams, and charts to show analysis and provides direction around integrated and involved functions or cross-functions.
Independently coordinates and performs in-depth tests, including end-user participation and reviews, for a large variety of processes and systems.
Plans and leads the support of implemented processes and systems after going live – including working with security, database administrators, network resources, technical support and business users to complete work and resolve issues.
Designs, builds and provides training curriculum to end users for a wide variety of functions and systems.
With limited involvement from a project manager, IT manager or other supervisor:
Meets with decision makers, systems owners, and end users to define business, financial, and operations requirements and process and systems goals, and identifies and resolves process and systems issues.
Leads design sessions in prototyping new processes and systems to enhance business processes, operations, and information flow.
Conducts research on software and hardware products to justify recommendations and to support purchasing efforts.
Creates system design proposals.
Performs cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions.
Prepares and delivers reports, recommendations, or alternatives that address existing and potential trouble areas in the organization.
Performs other related duties that may be reasonably expected as part of this classification.
WORKING CONDITIONS Position requires prolonged sitting, standing, walking, squatting, stooping, crouching, kneeling and reaching in the performance of daily activities; repetitive hand movements and fine coordination of hands and fingers to efficiently operate a computer keyboard, mouse, power tools, and other computer components; color vision to accurately interpret visual displays. Acute hearing is required when providing phone and personal service. The need to move, carry, drag and push equipment and materials weighing up to 25 pounds is also required. Additionally, off-site travel, attendance at multi-day off-site training sessions, weekend and evening work, and after-hours emergency call outs may be required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.
Minimum Qualifications
The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:
Education and Experience:
IT Business Systems Analyst III
Bachelor’s degree in the field of business administration, computer science, information technology, accounting or management information systems; and,
Four years related work experience which includes business process analysis, systems planning and project management. Some of this experience must include cross functional, subject matter expertise in several business process areas and/or lines of business.
OR
Six (6) years related work experience which includes any of the following: business process analysis, systems planning and/or project management. Some of this experience must include cross functional, subject matter expertise in several business process areas and/or lines of business.
OR
Associates Degree in the field of business administration, computer science, information technology, accounting or management information systems and,
Five (5) years related work experience which includes any of the following: business process analysis, systems planning and/or project management. Some of this experience must include cross functional, subject matter expertise in several business process areas and/or lines of business.
Knowledge:
IT Business Systems Analyst I
Principles and practices of business process analysis and re-engineering.
Principles and practices of systems planning, analysis and evaluation techniques.
Design, development, and implementation of process changes, software and hardware solutions, systems, or products.
Technical constructs and background of programming, relational databases, report development, operating systems (server and personal computer), mobile devices, content management, etc.
IT Business Systems Analyst II (in addition to the above)
Methods and techniques of integrating application and infrastructure platforms through the use of technology.
Packaged software applications, such as financials, procure to pay, order to cash, HR/Payroll, land development/permitting, recreation, police records management systems, content management systems, development platforms, etc.
Project planning and project management techniques and software.
IT Business Systems Analyst III (in addition to the above)
Overall design facilitation and general facilitation methods for packaged software application implementation.
Presentation development and delivery techniques for varying levels of an organization from end users through executives and possibly the public.
Subject matter expertise in several business process areas and/or lines of business.
Experience with planning and project management with large scale technology applications.
Training development and instruction for a wide range of functions and technology applications.
Abilities:

Licenses and Certificates
Possession and continued maintenance of a valid California Class C Driver’s license.
OTHER REQUIREMENTS If assigned to City IT:
Successfully pass a full criminal record / background check including confirmation of the California Law Enforcement Telecommunication System (CLETS) record check from the Department of Justice (DOJ) obtained through Live Scan fingerprinting and a criminal record history from the Federal Bureau of Investigations (FBI).
DESIRABLE QUALIFICATIONS
Experience working in a public agency.
Possession of certification in business analysis or business process management and/or project management (PMI’s PMP and/or PMI-PBA).
