Division Overview The mission of the Office of Government Reform & Strategic Initiatives (GRSI) is to the lead the creation of a more transparent, open and accountable Baltimore County government and implement programmatic and policy initiatives to support innovative, connected and responsive governing. GRSI will lead efforts to modernize government operations by overseeing program reviews of department functions, supporting the development of departmental strategic plans, and spearheading an Open Data initiative and creation of a data-driven performance management and an outcome budgeting systems that are central to the County Executive’s goal of more transparent and accountable government. GRSI will also lead the design and implementation of programmatic and policy initiatives that carry-out the recommendations of the Transition Report and support the goals of responsive and connected government.
Position Overview Collects and analyzes data and evidence, determines the desired outputs and outcomes, and links data to overarching priorities, so that county leaders can use performance management to best administer policies and programs to the benefit of their community and residents. Creates reports, dashboards, maps and various visualizations for the County Executive and Senior Leadership team analyzing departmental data for trends in order to inform decision making.
Essential Job Functions Data Analysis and Reporting
Collects departmental data in order to analyze.
Reviews all departmental data and summarize findings
Creates data inventory and method for aggregating various datasets.
Ability to utilize GIS tools to perform geo-spatial analysis
Utilizes Microsoft Excel, Power BI and other analytical software to identify trends in the data.
Creates visualizations for open data portal
Develops in-depth understanding of underlying data, data structures, and business uses to ensure reports meet client needs.
Ability to translate business needs into technical requirements and design user-friendly reports, dashboards, and visualizations
Manages employee analytics governance in partnership with key stakeholders
Operational Knowledge
Interviews department personnel in order to understand operations.
Meets with departmental personnel across all levels of the organizational structure in order to identify issues and areas of concern.
Interviews departmental personnel in order to gather institutional knowledge.
Researches other jurisdictions for best practices.
Collaborates with departmental staff to document data collection and reporting requirements.
Obtains operational supporting documentation (organizational charts, policies and procedures, etc.)
Develops sustainable strategies for operational improvements
Creates visualizations such as graphs and charts for presentation at various venues; Writes content and describe the analytical findings; Document processes and flow charts.
Organizes and convene performance management meetings; Performs ad hoc analysis for the Executive office and other departments; Drafts memos and reports identifying issues and resolutions; Supports the supervisor in the administration of a variety of projects.
Tracks and measures various projects through professional project management.
Administration
Manages ongoing issues and serves as liaison for performance management initiative
Drafts and updates data governance policies and procedures; Develop customer service surveys.
Researches commonly-used performance measures and standards; Develops and tracks performance metrics in line with the County’s goals and priorities; Identifies performance metrics that best reflect core services that can be incorporated into Outcome Budgeting.

A self-starter with flexibility to both work independently and as part of a team
Proficient in data analysis techniques with an understanding of basic statistical concepts
Proficient in Microsoft Power BI and GIS analytical tools.
Strong communication and written skills; Fluency in Microsoft Office Suite (particularly Excel) required; Familiarity with statistical software packages (e.g., R, STATA, SPSS) is a plus
Knowledge of databases such as MySQL or PostGreSQL, and open source programming languages such Perl and PHP, is also a plus; Knowledge and familiarity with GIS.

Bachelor’s Degree in Public Policy, GIS, Data Analytics or related field.
