The Payment Specialist position is located in the Social Services Department. This position is responsible for processing provider payment requests for CalWORKS Stage I Families/Alternative Payment Program. The payment Specialist will meet contact requirements set forth by the County of Los Angeles, DPSS.
Essential Duties
Essential duties include, but are not limited to, the following:
Reviews Provider Payment Request and Attendance Records for completeness, accuracy and program compliance.
Verifies that each form is signed by both provider and parent.
Calculates and processes Provider Payment Request and Attendance Records on a daily basis.
Assures payment data is entered in a timely manner.
Ensures that data in system is consistent with information on Provider Payment Request and Attendance Records.
If information is not in system, refers back to staff member to update.
Inputs payment data into county data system.
Coordinates with Finance Department to submit payment warrants to issue checks or vouchers.
Verifies that payment information received from Finance reconciles with input for given time period.
Assists with preparation of monthly reports as requested; maintains filing in a timely manner. Performs other duties as assigned.
Qualification Guidelines
Knowledge of: general methods and techniques of CalWORKS/Alternative Programs; data entry and word processing programs such as Word, Excel and Leader Replacement System (LRS).
Skills: Excellent accounting; communication, written and oral; organization and clerical skills required. Must display pleasant and professional telephone etiquette.
Ability to: operate a variety of office equipment, including operations of a computer and calculator; work well with diverse ethnic, socioeconomic, religious and cultural groups; assist with implementation of program goals; attend meetings and conferences; handle a high volume of payments; provide detailed explanations when necessary; balance the work flow of multiple tasks; maintain confidentiality and handle sensitive matters; work variable days and hours; communicate effectively both orally and in writing; read and comprehend simple instructions, and interpret a variety of instructions furnished in written, oral, diagram, or schedule form, such as spreadsheets, safety rules, operating and maintenance instructions, and procedure manuals; read and understand routine reports and correspondence; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals; compute rate, ratio, and percent and to draw and interpret bar graphs; perform these operations using amounts of United States money; solve practical problems and deal with a variety of concrete variables. Ability to speak Spanish is desirable.
Education and Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include:
High school diploma and two (2) years of college level course work in Business Administration, Accounting or a related field is required. Directly related work experience may be substituted on a year for year basis. Certificate in data entry from accredited school desirable and Ten-key by touch.
Required Licenses and Certificates Possession of an appropriate California driver's license at the time of appointment and a satisfactory driving record.
