The 911 Training Specialist is responsible for the presentation and coordination of instructional training programs for the Emergency Communications Section of the Department of Emergency Services.
This position requires availability 24 hours a day, seven days a week, and 365 days a year.
This is an essential employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for essential employees: “Carries out essential job functions or assigned emergency duties which may involve assignments within the Emergency Operations Center, deployment to a field location to participate in emergency management activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks.”
Essential Duties
Deliver systems and soft-skills training for all new hire telecommunicators.
Facilitate training simulations and exercises.
Conduct ongoing training and skill development to existing employees.
Perform as the lead instructor for basic training courses.
Maintain daily operational knowledge and experience by working live communications positions on a consistent basis.
Conduct retraining and remedial learning sessions.
Motivate trainees to achieve maximum success when they transition to the communications center environment.
Monitor effective performance of the communications center training plan.
Follow lesson plans and document course work completion.
Document trainee attendance and progress.
Provide counseling and corrective action sessions as appropriate.
Grade coursework, examinations and quizzes.
Monitor, evaluate and report trainee performance, and provide continuous feedback to trainees and supervisors.
Present special educational seminars, as required.
Attend classes to maintain required certifications.
Serve as liaison between communications training officers and trainees.
Generate timely reports on project and course progress.
Assist with Emergency Operations Center (EOC) activations and drills.
Perform all other duties, tasks, and special projects, as assigned.
Associate’s degree in public safety or a related field from an accredited college or university, or equivalent training and experience.
Four or more years of associated emergency communications experience.
Two or more years of supervisory experience.
Two or more years of experience as an instructor.
Strong public speaking /presentation experience and skills.
CPR certification.
APCO Certified Instructor (basic, fire, and EMD) - must be obtained within one year.
Current APCO membership – must be maintained for the duration of employment
General understanding of budgets, fiscal planning, balance sheets, etc.
Excellent verbal, written, and interpersonal skills.
Ability to work independently and proceed with objectives.
Demonstrates integrity and honesty.
Ability to interface effectively with all levels of county government, public safety agencies, and stakeholders.
Strong time management skills and ability to establish priorities.
Ability to work as part of a team.
Ability to maintain confidential information and handle confidential matters.
A valid driver’s license is required.
Preferred Skills, Knowledge & Experience:
Bachelor’s degree in public safety or a related field, from an accredited college or university, or equivalent experience and training.
One or more years of business management experience.
Public safety field experience.
General knowledge and understanding of Chester County emergency response operations.
General knowledge and understanding of County of Chester policies and procedures.
General knowledge and understanding of Department of Emergency Services – Emergency Communications policies and procedures.

Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy.
Computer Skills: To perform this job successfully, an individual should have:
Intermediate Microsoft Office skills (computer skills).
Intermediate cyber navigation skills for research purposes.
Intermediate knowledge of records management systems.
Proficient in Chester County Computer Aided Dispatch system.
Physical Demands: While performing the duties of this position, the employee is frequently required to stand, sit, and talk or hear. Occasionally, the employee will need to walk or drive a vehicle. On rare occasions, the employee will need to reach or work with arms above shoulder height; bend, twist or rotate at the waist; kneel, stoop, crouch, or squat; climb stairs; push, lift or carry items; work with machinery; and work with an uncommon level of noise.

Ability to recognize and identify the audible and visual signals.
Work Environment:
The noise level in the work environment is usually quiet but can be moderate to loud depending on the assignment. Work assignments can change rapidly.
Will occasionally be exposed to outside weather and adverse weather conditions.
Will be required to operate a motor vehicle; at times this may include hazardous driving conditions.
Other:
Occasional travel is required.
Will occasionally be required to work extended hours, nights, weekends, and holidays.
