About Harris County Community Services Department:
This office is focused on addressing the housing, infrastructure and public service needs of the low to moderate-income community in Harris County. This is accomplished through a process of securing and managing grants from the U.S. Office of Housing and Urban Development (HUD) and partnerships with other government and non-profit agencies, resulting in a variety of programs, projects, and services. Financial Reporting Analyst Overview Under broad guidance, the Financial Reporting Analyst is responsible for a variety of analytical tasks that include data set management, developing & preparing financial statements, tracking and evaluating budget performance against metrics and actual expenditures, developing ad-hoc financial models and reports (bound, e-format, dashboards, etc...), and funding and resource management. The individual in this role must be highly creative & energetic and will use their knowledge of data analysis tools, financial reporting & accounting practices to aid the organization in identifying trends, performance, and areas of improvement in a modern and creative financial reporting modeling environment. Analyst will possess great attention to detail, strong analytical skills, proficiency in financial software and reporting platforms (e.g., PowerBI, Tableau, Google Data Studio, Looker, etc...), and must be able to communicate with and at all levels of the organization and participate in the development of information useful for providing input and recommendations on strategic direction.
Duties & Responsibilities:
Data Management and Collaboration:
Interfaces with CSD management, financial staff, and technology support team members of the department in identifying relevant data sources with the ability to work efficiently, and deadline oriented while establishing and maintaining quality control over the input and output of data.
Financial Analysis and Reporting:
Provides financial analysis and support for operational programs and grants while developing and publishing mission-critical performance reports, and tracking financial performance against metrics and goals for internal and external stakeholders and grantors; responds to requests for information and special report designs for service units & divisions of the department.
Budget Assistance:
Assists in the oversight of operational and program budgets that provide control of expenditures to carry out activities associated with federal, state, and local programs as well as working on budget rolls, budgetary adjustments for the ERP, maintaining a reconciliation of appropriations and third-party reporting systems, and performing other special budgetary projects and job-related duties as assigned by management.
Financial Data Organization:
Organizes, prepares, and assembles the financial information of the department's service units and programs by fund, project, and activities into user-familiar and friendly formats.
Account Maintenance:
Recommends and performs maintenance of account code structure relevant to the general ledger, project & grant ledger yielding flexible and financial reporting formats that the users can easily comprehend.
Compliance and Performance Analysis:
Researches and interprets the impact of federal, state, and local regulations of ongoing programs and integrates financial and performance metric benchmarks into reporting.
Other duties as assigned.

Requirements
Education:
Bachelor's degree in business, Accounting, Finance, Information Systems, Data Management, or a directly related field from an accredited college or university
Experience:
Three (3) years of working experience with financial software, financial data organization, and reporting platforms (e.g., PowerBI, Tableau, Google Data Studio, Looker, etc...).
Licensure:
Valid Class “C” driver's license (Texas upon hire)
Knowledge, Skills & Abilities:
Ability to report on performance and outcome-based concepts.
Ability to pay attention to detail.
Demonstrated working knowledge of databases, data mapping & analysis.
Proficient in financial software and reporting platforms (e.g., PowerBI, Tableau, Google Data Studio, Looker, etc...).
Possesses a high level of analytical skills.
Intermediate knowledge of Excel.
Working knowledge of Accounting and reporting practices (Project, Cost, Grant, and Administrative Accounting).

Preferences
Preferred Knowledge:
Advanced knowledge of Excel.
