Position: Coastal Resources Assistant Administrator

This position performs functions essential to coastal restoration and flood protection. The incumbent is responsible for the direction of the State’s Comprehensive Coastal Master Plan that guides the coastal program, as well as directing research activities. This position plays an important role in leading efforts to create, restore, enhance, protect, and preserve coastal wetlands, marshes, floodplains, and natural resources crucial to the state’s economy and citizen safety.
Responsibilities:
- Handles technical issues related to complex environmental programs
- Balances economic, environmental, and social considerations for potentially controversial topics
- Manages two functional units of professional staff
- Oversees planning and intergovernmental coordination for CPRA’s coastal restoration and hurricane flood protection program
- Makes staffing and budget recommendations to the Coastal Resources Administrator
- Assigns priorities, tasks, and project schedules to subordinate staff
- Reviews and directs work for quality control, timeliness, budget adherence, and regulatory compliance
- Manages the preparation of CPRA’s legislatively mandated updates to the Master Plan
- Reviews and approves reports from subordinate staff before submission to agency leadership
- Supervises the development of contractual proposals
- Evaluates technical proposals and makes award recommendations
- Negotiates consultant cost estimates for professional service contracts
- Manages contracts for compliance and reviews contractor work products
- Oversees and directs staff in preparing grant proposals for federal funding
- Represents Planning & Research Division at technical subcommittees
- Represents CPRA at conferences, workshops, and public meetings
- Maintains expertise in politically sensitive state and federal regulations or projects
- Analyzes state and federal legislation for potential impacts
- Assists in implementing administrative policy related to assigned responsibilities
The maximum salary for the Coastal Resources Assistant Administrator position is $135,096 annually.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree in one of the following fields: agronomy; atmospheric sciences; biological sciences; chemistry; coastal resource management; ecology; engineering; environmental sciences; forestry; geosciences; landscape architecture; marine science; natural resource management or studies; oceanography; physical geography; planning; statistics; wetland management; or wildlife and/or fisheries science, plus five years of professional level experience in a coastal resource program, a wetland resource program, or an environmental, natural resource, or biological regulatory program. One year of the required experience must have been at the supervisory level.
SUBSTITUTIONS:
Graduate training with less than a master's degree will substitute for the required general experience on the basis of fifteen semester hours in any of the qualifying fields for a maximum of six months of the required general experience.
A master's degree in any of the qualifying fields will substitute for one year of the required general experience.
A Ph.D. in any of the qualifying fields will substitute for two years of the required general experience.
NOTE:
Advanced degrees will substitute for a maximum of two years of the required general experience.
NOTE:
The transcript must state that the applicant's major is in one of the specified fields. Baccalaureate or advanced degrees with majors in a field not listed above which included a heavy concentration in qualifying courses will not be considered qualifying.
Some specific fields which are not qualifying are agriculture, anthropology, architecture, computer science, food science, mathematics, science education, and nuclear science.
NOTE: Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:
To manage major coastal programs and staff involved in regulatory and/or non-regulatory measures to create, restore, enhance, protect, and preserve the state's coastal wetlands, marshes, flood plains, and other natural resources, and to provide hurricane flood protection measures vital to the state's economy and/or the safety of its citizens (private, public, institutional, industrial, and governmental).
LEVEL OF WORK:
Assistant administrator.
SUPERVISION RECEIVED:
Usually direct from a Coastal Resources Administrator, but may receive supervision from an unclassified executive.
SUPERVISION EXERCISED:
Generally direct over Coastal Resources Scientist Managers, DCL's, and Geologist but other subordinates may be acceptable with DSCS approval.
LOCATION OF WORK:
State agencies involved in coastal science activities.
JOB DISTINCTIONS:
Differs from Coastal Resources Scientist Manager by the presence of both program and staff management responsibilities as well as administrative responsibility over divisions, sections or programs.
Differs from Coastal Resources Administrator by the absence of responsibility for determining broad Division policies and program objectives.

Exercises independent judgment in formulating or advising the Coastal Resources Administrator in the formulating of policies and procedures that have significant impact in personnel administration and/or preparation and administration of budgets.
Prepares the annual budget and budget amendments for the Division.
Directs, manages, and reviews programs, projects, feasibility studies, or permits.
Advises Coastal Resources Administrator or unclassified executives and cabinet-level officials of proposed federal/state legislation and policies which will affect Louisiana's coastal resources, hurricane flood protection, restoration programs, or permit/regulatory programs; proposes new state legislation; represents the CPRA and testifies at federal and state legislative hearings, legislative committee hearings, and other public hearings to recommend legislation or present state policy in connection with coastal restoration and hurricane flood protection issues.
Directs the initiation, negotiation, and management of contractual agreements with other federal, state, and local agencies, consulting firms, NGOs and educational institutions. Maintains continuous liaison and coordinates activities with these entities.
Directs the preparation of and reviews for approval grant requests and proposals, all technical reports, web-based information, and management plans. Makes management decisions involving the planning, design, real-estate acquisition, regulatory compliance, construction, operations, maintenance, rehabilitation, and monitoring of coastal restoration and hurricane flood protection projects.
Directs and manages the development of complex and controversial restoration and hurricane flood protection programs in a field where little guidance or precedence exists. Directs and manages the formulation, establishment, and implementation of technical standards and operating procedures of programs directly related to coastal restoration and hurricane flood protection projects.
