The Employee Relations Manager is responsible for managing and maintaining positive relationships between Harris County Public Health (HCPH) and our employees. This position will develop and implement employee relations policies and procedures, handle employee grievances, and provide guidance and support to managers and employees on Human Resources (HR) related matters, and ensures we have a productive and engaged workforce.
This position reports to a Senior Human Resources Manager. This is a grant-funded position that is set to end on or about November 30, 2027.
Duties & Responsibilities:
Develops and implements employee relations policies and procedures
Provides guidance and support to managers and employees on employee relations issues
Investigates and resolves employee complaints and grievances. Responds to unemployment claims and attends Hearings
Conducts exit interviews and provides feedback to HR Leadership
Develops and conducts employee relations training programs
Monitors and analyzes employee relations trends and recommend proactive measures to address issues
Collaborate with HR and legal teams to ensure compliance with employment laws and regulations
Manages employee discipline and performance improvement processes
Partners with agency leadership to develop and execute employee engagement initiatives

Requirements
Education:
Bachelor’s degree in Human Resource, Business Administration or other related field
Experience:
At least five (5) years of Employee Relations experience or similar role
At least three (3) years of conflict resolution and mediation experience
At least three (3) years of experience with analyzing data

Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands:
This is an active role, and could require the ability to lift up to 30 pounds and bending & standing for periods at a time.
Position Type and Typical Hours of Work:
This is a full-time position. Days and hours of work are typically Monday through Friday, from 8am to 5 pm.
Others days and hours as necessary.
Employment may be contingent on passing a drug screen and meeting other standards.
