Description
This is responsible code enforcement work in securing and maintaining compliance with the zoning regulations of the City of Fairfax. Work involves inspection of buildings, structures, sites, and uses to ensure conformance with existing code and ordinance requirements pertaining to the construction, alteration, maintenance, and use of property. Work is performed with considerable latitude for independent judgment and action within the framework of existing rules, regulations, policies, and procedures. Work is performed under the general supervision of the Zoning Administrator and is reviewed through reports and monitoring of daily activity.
Examples Of Duties
Investigates complaints and monitors properties for zoning violations.
Conducts inspections of property to verify occupancy, character of use, and physical conditions on the premises, inspection of new construction for zoning conformance, permanent and temporary sign enforcement, evaluation of changes in the use of a property for zoning conformance.
Responds to citizen questions, complaints, and inquiries, and confers with property owners and business owners/operators regarding issues associated with Zoning Ordinance.
Prepares zoning inquiries and research for Zoning Administrator interpretations.
Receives and processes various applications for adherence to the Zoning Ordinance.
Enforces the conditions and requirements associated with special use permits, special exceptions, variances and proffered rezonings.
Issues written notices of violation and drafts civil penalty tickets.
Prepares reports and maintains investigative files; participates in development and maintenance of databases for land use and development activities.
Prepares evidence and testifies in court on violations of the Zoning Ordinance.
Oversees and enforces the Noise Enforcement Program.
Confers with residents and business owners regarding issues associated with zoning ordinance.
Prepares a variety of quarterly and annual reports on enforcement program activities. Performs related work as assigned.
Must work early mornings, evenings and weekends as required.

Qualifications
Requires graduation from high school and three or more years of actual zoning enforcement, law enforcement or other code enforcement work.
An Associate’s degree and one or more years of zoning enforcement, law enforcement or other code enforcement work.
Or an equivalent combination of education, training and experience that provides the desired and necessary knowledge, abilities, and skills.
Necessary Knowledge, Skills, and Abilities:
Considerable knowledge of zoning and the methods and techniques of zoning enforcement.
Some knowledge of the regulations and laws relating to building construction and site development.
Knowledge of word processing and database software.
Ability to read and interpret plans, specifications, and engineering drawings.
Ability to inspect sites, buildings, and uses for compliance with zoning regulations.
Ability to tactfully enforce regulations using good judgment and discretion.
Ability to establish and maintain effective working relationships with other employees, contractors, designers, and the public.
Ability to communicate effectively, orally and in writing.
Special Certifications and Licenses:
Requires certification by the Virginia Association of Zoning Officials within 1 year of hire.
Certification for Community Noise Enforcement within 1 year of hire preferred.
Requires a driver's license valid in the Commonwealth of Virginia.

Hours: Monday through Friday, 8:30 a.m. to 5:00 p.m. Periodic early morning, evening and weekend hours required.
