Job Overview:
The Clinical Quality Management (CQM) Data Validation Specialist is responsible for the validation and analysis of data related to HIV care and prevention services in the Philadelphia EMA. This employee will conduct regular site visits to validate clinical quality management data for HIV service providers located throughout Philadelphia, the surrounding PA counties, and southern NJ. Responsibilities include comparing client records in the Ryan White CAREWare and/or CDC EvaluationWeb databases to programs’ electronic health records and charts, preparing reports of findings for programs and relevant internal DHH staff, identifying common challenges in order to support systems-level capacity building, and providing technical assistance as needed to providers, in order to support the use of high-quality data in the regional CQM program.
The CQM Data Validation Specialist position is in the Information Services Unit of the Philadelphia Department of Public Health’s Division of HIV Health. This position reports to the Evaluation Coordinator.
Responsibilities:
Conduct regular site visits throughout the region to validate CQM data by comparing electronic health records and charts to client records in Ryan White CAREWare and CDC EvaluationWeb
Prepare detailed feedback reports on findings to share with service providers and relevant internal DHH staff
Assist with the preparation and analysis of clinical quality management data
Work with DHH CQM staff to discuss implications of common findings at the provider- and systems-level for performance measurement and CQI needs
Oversee the collection and reporting on systems-level performance measures including “secret shopper” calls to monitor access to care for patients in the Ryan White medical system
Provide technical assistance to funded subrecipients as needed

Skills:
Very strong attention to detail
Proficient with MS Excel and Word
Capacity to adapt to different electronic medical records systems
Effective communication (written and verbal) and interpersonal skills
Strong organizational and analytical skills
Experience:
Minimum two years of experience in data extraction and analysis
Experience with Ryan White CAREWare preferred but not required
Data or quality management experience in a clinical setting preferred
Basic knowledge of clinical care of people living with HIV
Demonstrated ability to work independently, as well as part of a team
