About this position:
This position is assigned to the Audit Section of the Department of Transportation & Development (DOTO). The section and the positions assigned are charged with the function of providing audit services to the various areas and management of DOTO. These audit services provide for the safeguarding of assets, adherence to Federal, State and Departmental regulations, and assurance of the financial integrity of DOTD's programs and operations.
This position participates in a Career Progression Group (CPG) and may be filled as a Auditor 1, 2 or 3. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.
The actual starting salary depends on the education and experience of the selected applicant.
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
FISCAL OPTION:
A baccalaureate degree with nine semester hours in accounting and an additional fifteen semester hours in any one or combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems.
GENERAL OPTION:
A baccalaureate degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems.
SUBSTITUTIONS:
A certified public accountant (CPA) certificate, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation will substitute for the baccalaureate degree with twenty-four semester hours of the required coursework.
A baccalaureate degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation will substitute for the twenty-four semester hours of required coursework.
A master's degree in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration, or information systems and decision sciences will substitute for the twenty-four semester hours of required coursework.
NOTE: Any college hours or degree must be from an accredited college or university.

JOB DISTINCTIONS:
Differs from Auditor 2 by the presence of receiving close supervision during audit assignments and by having less decision making authority with an audit program.
Examples of Work
This position is assigned to the Audit Section of the Department of Transportation & Development (DOTO). The section and the positions assigned are charged with the function of providing audit services to the various areas and management of DOTO. These audit services provide for the safeguarding of assets, adherence to Federal, State and Departmental regulations, and assurance of the financial integrity of DOTD's programs and operations.
While in official capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTO policies, procedures, manuals, and directives. This position does the activities that provide the aforementioned services from planning and researching what is to be done, to preparing the work papers on procedures used, to preparing a report of results of work.
40% Performs audits of the records of consultants, railroads, and utilities as they relate to contracts held by these firms with DOTO; reviews public entities & quasi-public bodies for compliance under 0MB Circular A- 133 and on Federal funds received from DOTO; establishes indirect cost rates for firms that desire to conduct business with DOTO; and issues opinions on contract proposals submitted by firms. This work is performed nationwide and may include travel to various sites. Guidance and authority to perform the work is provided by the General Accounting Office, Federal Highway Administration, Code of Federal Regulations, Revised Statues of Louisiana, along with policies and procedures issued by DOTO. May act as Auditor-in-Charge on multi-auditor assignments.
20% Performs audits and related work on the operations, transactions, records, policies, procedures, and systems of DOTO in order to issue opinions to management, Federal funding sources, Legislative Auditors, and others regarding adequacy and integrity of internal controls, safekeeping of assets, and/or accuracy of reported information. May act as Auditor-in-Charge on multi-auditor assignments.
15% Conducts specialized investigations and reviews requested by Internal Auditor, DOTO management, external auditors & investigative agencies, Federal funding agencies and DOTO program personnel. May act as Auditor in-Charge on multi-auditor assignments.
10% Meets with DOTO management and program personnel, Federal funding agency personnel, executives of firms being audited, and other audit organizations to convey audit results, solve problems, and exchange information.
8% Confers with DOTO Audit Section management and staff to develop new audit procedures and policies, evaluate existing audit procedures and policies, and exchange information and experience gathered on the various entities that have been audited.
5% Participates in conferences, classes, workshops, webinars and events to fulfill the continuing educational requirements of the General Accounting Office, accreditation bodies, DOTO and to keep abreast of current issues involving the auditing field. As a representative of DOTO, the incumbent may be appointed to serve on local, state, or national boards and commissions.
2% Assists with disaster/emergency operations. Performs other duties and tasks as assigned by Audit Section management or designee.
