Project Manager Non Tech IV
Coordinates and monitors the scheduling, pricing, and technical performance of company programs.
Negotiates and prepares contracts by considering the financial conditions, resources, and contractual requirements.
Develops new business and expands product line.
Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments.
Ensures projects are completed on time and within budget.
Acts as advisor to program team regarding projects, tasks, and operations.
Manages subordinate staff in the day-to-day performance of their jobs.
True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets.
Has full authority for personnel actions.
List of tasks to be performed:
• Minimum 10 year ‘s Program Management experience to include but not limited to; Weekly/ Monthly meetings with USPS Stakeholders and executives to discuss Program Level status and address issues.
• 8 year’ s experience Budget Management and Allocation
• Enterprise Level Strategy and Management of Deliverables
• Minimum of 5-7 years’ experience, in technology or software development preferred.
• Works on high-visibility, or mission critical aspects of a given program, and performs all functional duties independently.
• Oversees the efforts of direct reporting resources and/or be responsible for the efforts of all staff assigned to a specific job.
• Responsible for managing the release processes including technical design and implementation of technical systems including Mail.DAT, mail.xml, shipping services file, Customer data mart, informed Delivery, informed visibility, enterprise api, and microservices.
• Expert knowledge of mailing and shipping specifications used to integrate mailers software and internal USPS systems.
• Provide overview and support to the CAT Team for all BNS.
• Provide daily status of team progress to management and other stakeholders.
• Provide level of effort for ROMs
• Responsible for managing the release processes.
• Lead System Solutioning Activities to include Technical system solutions for Acceptance Tech Systems
• Coordinate Support for downstream systems and processes such as CAT Testing, Mailer Support
• Timeline and Schedule Management for ATS Releases
• Risk Management for Releases
• Discuss and solution Technical implementation of business needs.
• Problem solving skills as well as experience troubleshooting Mailer Issues.
• Responsible for understanding the business need impact on Pricing, postage statements, DMM rules, technical implementation of rules and pricing via Mail.DAT, Mail.XML, shipping Services, File, ICR, SKUs, USPS Enterprise API
• Liaison between business stakeholders and development teams in flushing out requirement details.
• Telework is available but not guaranteed.
Certifications:
• PMP preferred.
Educational Requirements:
• A minimum of thirteen (13) to twenty (20) years’ relevant experience.
• A degree from an accredited College/University in the applicable field of services is preferred. four additional years of relevant experience in lieu of a college degree is required. If the individual’s degree is not in the applicable field, then four additional years of related experience is required.
Additional Provisions:
• Pass both a client mandated clearance process to include drug screening, criminal history check and credit check.
• Candidate must have lived in the United States for the past 5 years.
• Cannot have more than 6 months’ travel outside the United States within the last five years.
• The enforced dress code is business casual, i.e., collared shirt with slacks for men, no skirts above the knee for women.
Hours of support:
• Mon - Fri 8am - 5pm

Position Details:
- Pay Rate / Range: $50-$71.87
The above salary range represents the range expected for the position; however, final salary offers are based on a number of factors such as the position’s responsibilities; the candidate’s experience, education, and skills; location; travel required; and current market conditions.
