Summary
The Accountant II is primarily responsible for the general ledger for 15 member libraries, special funds/grants, and conducts the month-end closing processes for those general ledger accounts. In addition, this position also files quarterly and annual payroll tax returns for 12 member libraries. The Accountant II also audits our accounts on a regular basis to ensure accuracy and to prepare for any internal and external audits. This position allows us to continue to offer the member libraries timely and accurate financial reporting.
All library positions require the following criminal background and child abuse clearances: Report of criminal history from the Pennsylvania State Police (PSP); Child Abuse History Clearance from the Department of Human Services (Child Abuse); and Fingerprint based federal criminal history submitted through the Pennsylvania State Police or its authorized agent (FBI).
All employees of the Chester County Library are considered a mandated reporter of suspected child abuse under the Child Protective Services Law (Title 23 Pa. C.S.A. Chapter 63).
State Child Abuse clearances are required prior to employment.
A criminal background check is required.
Essential Duties
Maintain the General Ledger, special funds, and grants of 15 libraries.
Audit accounts on a regular basis to ensure accuracy and prepare for internal and external audits.
Prepare cash transfers for disbursement and payroll checking accounts.
Prepare and review journal entries and inter-fund transfers.
Generate financial statements.
Reconcile bank and credit card statements and investigate discrepancies.
Analyze expenditure, revenue and balance sheet accounts for accuracy and make appropriate adjustments.
Reconcile additional member library bank and investment accounts.
Complete the financial portion of State Aid Annual Reports for the member libraries as assigned.
Create new funds and accounts as needed.
Complete monthly sales tax returns for two County libraries.
Make journal entries for accounts payable.
Coordinate workflow from others in the department and consolidate the data given by accounts payable, accounts receivable, and payroll to facilitate month-end and year-end closings.
Complete bi-weekly member library payroll bank submissions, associated journal entries, and bi-weekly tax payments.
Monitor federal, state and local tax withholding payments to meet the payroll obligations of member libraries.
Submit quarterly payroll tax returns for twelve member libraries.
Complete bi-weekly retirement account payments for seven libraries full-time staff.
Monitor member library funds and respond to inquiries.
Train new directors and department heads of member libraries on accounting software and business office procedures.
Prepare reports and gather documents for year-end audits.
Fill in for the Manager as needed to include purchase order approval, meeting attendance, creating and/or presenting the board report, and County payroll approval.
Perform other duties, tasks and special projects, as required.
Bachelor’s degree in accounting from an accredited college or university.
Two years’ experience in governmental/fund accounting.
Experience with automated accounting and recordkeeping systems.
Ability to maintain confidential information and handle confidential matters
Knowledge and skill with modern office equipment (fax, copier, calculator, etc.)
Ability to use common sense understanding to carry out written or verbal instructions.
Demonstrates integrity and honesty.
Exhibits sound and accurate judgement.
Strong working knowledge of budgets, spreadsheets and interpreting audits.
Ability to interface effectively with all levels of county management.
Ability to interface effectively with banks.

Physical Demands: While performing the duties of this position, the employee will be working at a computer the majority of the time and is frequently required to sit and talk or hear. The employee is occasionally required to stand; walk; reach above shoulders; bend at the waist or work bent at the waist; climb 30 stairs; and twist or rotate at the waist. The employee is rarely required to work with arms above shoulders; kneel, stoop, crouch, or squat; and work with an uncommon amount of noise. Vision:
