GoldenWolf is seeking a Senior Proposal Manager with Federal proposal experience.
The Senior Proposal Manager leads all aspects of the proposal development process from pre-solicitation through post-proposal submission and is responsible for the timely delivery of final proposal response.
Primary Responsibilities:
- Lead and guide the proposal team including writers, SMEs, volume leads, consultants, and teammates to achieve compliant, compelling proposal responses
- Establish compliant structure for solicitations— creating an outline, compliance matrix, and proposal template for each opportunity
- Drive the team to meet all proposal deadlines by creating a detailed proposal schedule, holding stand-up meetings and holding the team accountable for assignments— creating trackers, and other proposal artifacts to re-enforce schedule and commitments.
- Facilitate proposal color team reviews, including creating color team review slides with clear assignments and instructions for reviewers
- As a proposal leader, read the proposal at various stages, make recommendations to help ensure compliance and increase proposal scorability.
- Ensure the final proposal reflects customer understanding, win themes, customer benefits, and desired outcomes
- Collaborate with all levels of the organization including the C-Suite and with the internal and external proposal team.
- Drive continual improvements to proposal quality and process—including but not limited to: proposal standard operating procedures, proposal writing training, proposal repositories, boilerplate templates for task order responses and past performance
- Conduct lessons-learned surveys and postmortems after proposal submissions
- Support responses to Sources Sought
- Support bid/no-bid decisions
Basic Qualifications
- Bachelor’s Degree with at least eight (8) years of related Federal proposal experience.
- Experience leading proposals valued up to $100M for a single award.
- Comprehension of, and experience with, the Federal procurement process and regulations (e.g., FAR).
- Evidence of a successful track record of high quality, high scoring proposals.
- Ability to develop and/or assist SMEs, engineers, and technical staff in developing compelling themes, discriminators, and messaging.
- Up-to-date knowledge of desktop publishing, editing, graphic design, and other relevant proposal best practices.
- Ability to manage geographically disparate teams.
- Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint, and Adobe InDesign
- Due to nature of the role, U.S. Citizenship is required
Desired Qualifications
- Experience with architecture and engineering, and construction management
- Experience responding to SF-330s
- APMP certification
- Experience with video, live orals, and/or demonstration proposals.
- Experience supporting a wide variety of solicitation size, complexity, and submission windows
