Job Abstract

The Gilbert Generating Station comprises one 288 MW natural gas four-on-one combined-cycle train, as well as a 152 MW oil/gas-fired simple-cycle combustion turbine peaking unit. Located on a 232-acre site adjacent to the Delaware River in Hunterdon County, Gilbert has a rich history. Originally commissioned in the 1920s as a coal-fired plant, it underwent a conversion in 1970 to utilize oil as its primary fuel and subsequently transitioned to natural gas.

Opportunity Summary

The Environmental Manager implements, coordinates, and performs plant environmental functions and is responsible for performing these functions reliably, efficiently and in compliance with all applicable laws, regulations, permit conditions, policies, procedures, and community commitments. The Environmental Manager maintains effective relationships with plant management and employees, regulators, corporate employees, community members and other stakeholders.

The Environmental Manager also oversees and supports 9 other remote power plant assets throughout PA and NJ.

Environmental

• Coordinate, oversee, and implement daily multi-media environmental programs, policies, and procedures to ensure compliance with federal, state (including Pennsylvania and New Jersey), local, and site permit and regulatory requirements.
• Ensure completion of continuous emissions monitoring system (CEMS) reporting in accordance with Title V permit requirements enforceable by the Pennsylvania Department of Environmental Protection (PA DEP), New Jersey Department of Environmental Protection (NJ DEP), and U.S. Environmental Protection Agency (EPA).
• Compile monthly, quarterly, semi-annual, and annual reports. This involves monitoring, recordkeeping, interpreting data, and submitting reports on time to PA DEP, NJ DEP, and relevant federal agencies for all regulatory programs, air, water, waste, chemicals, etc.
• Ensure the facility meets regulatory requirements for site stormwater pollution prevention planning at all times, including those specified by PA DEP and NJ DEP. As applicable, take samples of stormwater drain systems during rains, conduct analysis of samples to ensure no chemical or oil makes its way into drains, and report findings to the appropriate regulatory agencies.
• Implement discharge prevention measures, including procedures for routine handling of products. Submit recommendations to the facility owner on matters regarding wastewater and water sampling procedures in accordance with NPDES (National Pollutant Discharge Elimination System) compliance overseen by PA DEP and NJ DEP.
• Maintain multi-media environmental Compliance plans, including SPCC/FRP, CEMS QA/QC, SWPPP, etc.
• Provide support to the Owner for interface with local environmental regulators to include preparing for and coordinating inspections, responding to information requests, supporting strategies for and negotiations of permit modifications and renewals, and preparing routine compliance reports and communications.
• Maintain various facets of the company’s Environmental Management System (EMS) filing system.
• Serve as the key point-of-contact for meetings with regulators during compliance visits from PA DEP, NJ DEP, and other regulatory agencies.
• Coordinate and Conduct EHS Training for all plant(s) personnel.

• Conduct Regular Observation Tours: Conduct no less than two safety observation tours of high-risk activities e.g., confined space to verify that employees are performing the work in accordance with safe practices, company procedures and OSHA regulations.
• Regular and Frequent Contacts: conduct one-on-one contact sessions with workers to discuss safety issues, communicate expectations and coach safe behaviors, e.g., whether the employee is wearing all required personal protective equipment.
• Respond to Incidents: respond to all safety-related incidents including, but not limited to injuries, incidents and near misses; write a report that explains what happened, identify the cause, and recommend corrective action following any established business unit or division practice. Follow up as necessary to ensure that corrective action is taken.

Working Relationships

The Environmental Manager reports to the Plant Manager and coordinates work activity with the Plant Engineer, Operations Manager, Maintenance Manager and Plant Administrator. Interfaces with contractor and original equipment manufacturer (OEM) personnel for the necessary support and coordination.

The Environmental Manager maintains a close working relationship with NAES corporate Environmental Support Services groups as well as Client corporate contacts.

Physical Requirements and Working Conditions

Power plant environment. Physical requirements include the ability to reach, climb, walk, and stoop throughout the workday, as well as the possibility of standing for extended periods, requiring stair and ladder climbing and routinely lifting up to 50 pounds.

Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, and high voltage protective equipment, etc.). Work with hazardous materials may be required.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.

Work Schedule

Regular scheduled work days are Monday to Friday during regular dayshift hours. Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required.

Compensation

Initial compensation will range from $105,000 to $140,000 and will include an annual bonus.

Job Qualifications

• Bachelor degree in environmental compliance, engineering, or related field or equivalent technical training knowledge and experience desired. Certification as Level 5 HAZWOPER desired.
• Experience in environmental compliance at an operating facility is desired. This experience will preferably come from a power plant or power-related industry in order to understand plant operations so that opportunities to reduce both environmental and safety risks and costs can be aggressively sought and proposed.
• General knowledge of power plant operations is desired, including the interrelationship of environmental impacts and compliance with operation and maintenance functions.
• General knowledge of major environmental legislation involving air, water, hazardous materials, and waste management with at least one specialized area of knowledge at the regulatory requirement level.
• General knowledge of applicable safety statutes and regulations.
• Experience using continuous emissions monitoring (CEMS) software, as well as state and federal electronic reporting systems is desired.
• Must be able to deliver training material in a manner easily understood.
• Ability to perform and manage multiple varied tasks in an industrial environment and to identify and analyze potentially complex compliance risks promptly.
• Excellent interpersonal skills and a record of building consensus among internal and external parties.
• Excellent writing and analytical skills and an ability to present facts, conclusions, and recommendations in written communications, both in formal and informal formats.
• Excellent MS Word, Excel, PowerPoint, Project skills.
• Must possess and maintain a valid Drivers License at all times.
