Position Overview:
The Investments & Capital Markets (I&CM) Division at Freddie Mac provides liquidity to the U.S. Mortgage Markets. It makes funding available by issuing corporate debt, structuring and purchasing mortgage-related securities guaranteed by Freddie Mac and other agencies. The I&CM Risk & Governance team supports the I&CM division on all matters related to operational risk management.
Our Impact:
I&CM Risk & Governance is first line (1L) risk governance team. We act as trusted advisors for our business stakeholders as we proactively support in identifying and mitigating risks, confirming compliance with regulations, laws, corporate policies and standards and conduct assurance related testing.
Your Impact:
As an individual contributor, you will manage I&CM’s 1L control testing and also facilitate execution of relevant risk and control assessments for compliance with regulatory changes impacting the division. This role will require engagement with stakeholders across various teams in business, risk governance and compliance. Additionally, this role will provide opportunities to broaden your business, compliance, and risk acumen and strengthen your leadership skills. Day-to-day responsibilities include:
- Manage the division’s control testing plan and work with Risk Managers and allocate testing assignments. You will also be required to perform control testing.
- Develop control testing metrics for monthly/ad hoc reporting.
- Manage control and test related data in GRC Tool for accuracy and completeness
- Act as point of contact for ERM, Compliance, Internal Audit and FHFA for matters related to control testing and regulatory change ( regulations, laws and conservator obligations)
- Maintain divisional control testing procedure and conduct control testing training for new hires on the team
- Provide thought leadership to the team on control testing related matters and further mature the control testing capabilities
- Establish a process to manage compliance with new and changed regulations, laws and conservator obligations (in particular risk management-related activities) and develop/maintain divisional procedure
- Develop performance metrics for monitoring risk governance activities for managing compliance with regulatory requirements and provide monthly/ad hoc reporting
- Liase with Risk Leads and Business stakeholders to complete compliance related impact assessments and identify relevant risks and controls for compliance with laws and regulations
- Maintain compliance related data for I&CM in RCM Tool accurately and completely.
- Challenge status quo. Identify opportunities to improve and streamline existing processes
- Undertake ad-hoc projects as needed
Qualifications:
- 8-10 years relevant Capital or Mortgage Markets experience in Audit, SOX Testing, 1L Assurance Testing, or Compliance
- Undergraduate Degree in Business, Accounting, Economics, Finance or equivalent experience.
- Risk focused with a curious mindset to proactively identify and implement process improvement
- Strong attention to details
- Excellent written and verbal communication skills
- CPA, CIA, CFA or FRM certifications preferred (or working towards a certification)
- Strong understanding of Capital Markets, Mortgage Markets including regulations, external markets and business landscape preferred

This position has an annualized market-based salary range of $143,000 - $215,000 and is eligible to participate in the annual incentive program. The final salary offered will generally fall within this range and is dependent on various factors including but not limited to the responsibilities of the position, experience, skill set, internal pay equity and other relevant qualifications of the applicant.
