This professional and technical position oversees and provides support in the areas of comprehensive planning, program monitoring, database administration, evaluation, and data reporting for the Division of Aging & Independence (DAI). Responsibilities include the design and integration of data sources, along with identifying tools for the analysis and interpretation of data to determine program effectiveness. Supervision is received from the Division Director, Aging and Independence or designee.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Evaluate programs to determine cost savings, cost aversion, and/or benefit gained; make recommendations on programs based on evaluation benefit gained
Analyze business processes and requirements; identify and implement opportunities to improve processes and strategies
Evaluate programs to determine cost savings, cost aversion, and/or benefit gained; make recommendations on programs based on evaluation benefit gained
Develop and manage DAI performance-based outcomes via a digital dashboard for goal measurement and execution; convert metrics to charts and/or graphs; Serve as Business Intelligence Analyst for Division; create and update logic models and other program management visualizations
Develop and maintain centralized technical documentation for adherence to compliance standards, technical applications, and related technical workflows
Serve as Administrator for databases to include DAIIOS, AIM, SeniorStat, Volgistics, etc.; as needed, develop and query reports and add new user fields; technical liaison with other agencies and vendors in reference to databases
Gather, monitor and analyze demographic information to determine appropriate use of existing resources; make program recommendations based on trends for program planning and development
Assist with new database implementation to include the review and coordination of technological related solutions
Provide database user support; develop, coordinate and provide technical trainings on software, including software launch, ongoing operations, upgrades, etc.
Oversee and coordinate management studies and special projects for Division
Interpret and analyze data including performance measures and program data outcomes for program reporting requirements; work closely with Directors and Program Managers to ensure appropriate and valid data is collected for planning and evaluation and to meet reporting requirements
Analyze data to determine predictive indicators, identifying trends, areas of strength, and opportunities for growth; integrate data from multiple sources and systems; gather statistics for comprehensive planning and evaluation
Manage and develop survey instruments and design data collection forms to measure performance, customer satisfaction and ensure data validity; interpret survey results
Assist with DAI’s yearly Area Plan submission, providing collection of data elements and statistical requirements
Participate in Division’s long-range planning
Provide support services to Directors in relation to data gathering, data reporting, including assisting with the preparation and submission of quarterly state and year end reports
Coordinate with other County agencies (i.e. IIT, Planning, Housing, Transit) to collect, organize, report and maintain demographic data about Frederick County older adults; respond to requests for demographic data
Make presentations to staff and the public related to program data and evaluation
In collaboration with other Division staff, assist with the preparation of the annual OAAPS report
Operate a county vehicle to transport equipment to various senior services locations
As needed, assist with budget forecasting by making recommendations on programs based on data analysis
Perform other related duties as assigned

QUALIFICATIONS AND REQUIREMENTS

Bachelor's degree from an accredited college or university
Minimum 5 years of program management or operations work experience that must include the following:
Minimum 3 years of work experience in data analysis (business analytics, statistical analysis)
Minimum 2 years of work experience in business intelligence
Intermediate skills in MS Office Suite
Possession of valid automobile operator's license
NOTE: Additional years of work experience may substitute for a portion of the educational requirement
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driving privileges
Ability to effectively access and use computer systems and equipment to include MS Office Suite, Power Business Intelligence, Adobe Illustrator, Adobe Photoshop, and web content management
Ability to create and use relational databases for program evaluation
Strong math, research and data interpretation skills including the ability to compile and verify statistical information, and prepare and maintain complex records, graphics and reports
Discretion and good judgment in dealing with confidential and sensitive information
Strong and effective spoken and written (English) communication skills with the ability to prepare clear and concise written reports and make effective presentations
Strong analytical abilities with an aptitude for problem-solving and proactive data researching
Strong organizational skills with the ability to multi-task and prioritize work to meet ongoing deadlines
Ability to develop and maintain effective working relationships with co-workers, members of the senior citizen community and the general public
Ability to be a team player and maintain a pleasant, professional demeanor while dealing with complex situations and priorities in a fast-paced environment
PREFERENCE MAY BE GIVEN FOR:
Degree earned in Business, Information Technology or related field
Experience working with market research, census reports or state/county level demographics
Advanced proficiency in Microsoft Excel

While working in this position, the employee is required to constantly sit and perform repetitive motions; frequently walk and drive; and occasionally lift up to 20 pounds.
