SALARY: The prevailing salary for this position as established by Ordinance of the Council of the City of Cleveland is $38,000.00 - $62,312.64
EXAMINATION INFORMATION
EXPERIENCE EVALUATION: An experience evaluation consists of a quantitative evaluation of an Applicant’s academic training and experience pertinent to the classification for which an examination is taken, based on the statement of experience as recorded on the candidate’s application and on academic training based on required credentials. (100% of score)
Examples of Duties
Researches for the development of intelligence products. Provides logistical support to investigative personnel. Uses analytic programs to piece together disparate data to deliver cohesive, timely, and actionable intelligence to help identify, predict, prevent, and disrupt terrorist activities. Collects analyzes, and disseminates Suspicious Activity Reports (SAR). Utilizes Open Source and Social Media research to develop reports and provide awareness bulletins to law enforcement, fire, first responders, and the private sector. Develops and maintains Key Intelligence Questions, Standing as well as Priority Information Needs. Receives and completes Requests for Information (RFI) for the Northeast Ohio Regional Fusion Center (NEORFC). Performs basic level of quantitative and qualitative analysis including reviewing, classifying, categorizing, and prioritizing reference data, statutes, and/or guidelines. Prepares correspondence, threat assessments, SARs, officer safety bulletins, national/international intelligence bulletins, and other job related documents using prescribed formats. Produces basic narratives, summaries, reports, graphs, and link charts based on intelligence analysis. Analyzes Record Management System (RMS) information gathered. Provides related administrative duties. Assists in the preparation of presentations. Attends meetings, conferences, and other training sessions. Recruits and educations community partners on the mission and purpose of the NEORFC. Performs other job-related duties as required.
Minimum Qualifications
A Bachelor’s Degree from an accredited four year college or university in Intelligence Analysis, International Studies, Criminal Justice, Statistics, Business Management, or a related field required. Valid State of Ohio Driver’s License required. Must be able to pass an extensive background check and maintain secret security clearance as issued by the Department of Homeland Security (DHS). Must complete 28 CFR Part 23 training within 90 days of hire. Must successfully complete training to ensure baseline proficiency in intelligence analysis and production with six months of the date of hire. (Individuals with two or more years of experience as an intelligence analyst in a federal intelligence agency, the military, or state and/or local law enforcement intelligence unit may be exempt from completing the training). Must have experience with Microsoft Office and GIS mapping software. Must also have the ability to operate a variety of automated office machines including a computer and copier.

RESIDENCY CREDIT
In accordance with the Ordinances of the City of Cleveland: A person who has had as his/her primary residence in the City of Cleveland for at least one year at the time of filing a Civil Service application, and desires to take an entry-level Civil Service examination, shall, if a passing grade on the written examination is attained, have ten (10) points added to his/her passing score. (NOTE: Not all Examinations consider residency credit in the scoring process) To substantiate a claim for residency points, Applicants must UPLOAD LEGIBLE COPIES of the following:

VETERANS’ PREFERENCE
Veterans' preference will be awarded, when applicable, to eligible veterans in accordance with Civil Service Rules 4.40E, 4.40F and 4.40G. Proof of active service or a DD Form 214, must be presented to the Commission at the time of filing application for the examination in which credit is sought in order to qualify for veterans' credit. If the applicant has received an honorable discharge or a general discharge under honorable conditions that applicant shall receive an additional five (5) points added to their raw score on the examination; or ten (10) points are added to their raw score on the examination if applicant’s supporting documentation indicates more than fifteen percent (15%) service connected disability.
NOTE: Only DD Form 214 (long form) or an official armed service document indicating type of discharge or separation and the dates of active service will be accepted as proof of active service.
