Job Description:
The Manager, Physical Security initiates and directs security programs to protect Company personnel and assets and ensures compliance with government mandates for Critical Infrastructure Protection (CIP). The position develops a Company security vision formed through collaborative input and appropriately balanced by security policies, guidelines, standards, and directives. Evaluates the security program direction, and makes revisions consistent with ongoing changes in Company security needs and industry guidelines. Acts as security liaison with local law enforcement agencies, other governmental organizations, and other utilities. Available 24/7 for security, first responder, and non-operational call-outs. The position can be located in San Jose or Torrance, CA
ESSENTIAL FUNCTIONS:
- Manages day-to-day security program functions to include investigating and alerting the Company to changes in national, state, and local security levels and threats.
- Manages the personnel and document security programs for the Company and its contractors to assure conformance with Company policies and procedural requirements.
- Oversees appropriate action on all personnel security cases; the classifying of appropriate access authorization; classified document control, and contracted guard, and law enforcement services.
- Determines major security programs and projects to be undertaken.
- Budgets, allocate resources, establishes priorities and goals, review progress, and direct project design, work activity, installation, maintenance and employee technical training consistent with Company security requirements, and industry guidance.
- Assists with General Rate Case (GRC) development and provides ongoing support through all stages of the GRC lifecycle.
- Keeps senior management informed of progress towards stated security objectives.
- Conducts regular threat assessments, and updates management through internal and external sources of intelligence reported by government agencies and others.
- Advises management on all security matters that include proposed changes in policy, procedures, guidelines, and directives.
- Maintains associations with Federal, State, Regional, and National Security workgroups.
- Works with the Operations, Information Technology (IT), Cybersecurity Unit, Engineering, Corporate Communications, Governmental Affairs, Human Relations (HR) Reliability Compliance Department, General Counsel’s Office, as well as other Company programs and resources to develop strategies, and best practices.
- Manages an ongoing program that fulfills the most current requirements of industry standards.
- Directs and conducts periodic security assessments and evaluations of Company facilities as well as security compliance through self-assessments and the conduct of physical security surveys.
- Addresses vulnerabilities and risks as related to existing threats and address deficiencies, or make recommendations for appropriate security enhancements as needed or as may impact Company employees and operations.
- Responds to requests for security guidance from Company business units, security requests from within the local community or security assistance as directed by Company management.
- Administers an ongoing employee security education/awareness program.
- Directs investigations of security breaches.
- Ensures the investigation of all reported incidents, and works directly with federal, state, and local agencies on all violations or potential violations of laws or District security regulations and policies as appropriate.
- Primary 24/7 contact for non-operational Dispatch call-outs, employee security concerns, and application of Incident Command System (ICS).
- Maintains regular and predictable attendance.
- Performs related duties and responsibilities as required.
- Completed all required training.
- Maintains a working knowledge and comply with Company safety procedures and specific safety requirements of this position.

MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Business and, or equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
- Ten years progressively responsible experience in a management leadership role in law enforcement or the security field and has demonstrated successful supervisory experience.
- Experience in the water utility industry, law enforcement, infrastructure protection, and emergency management experience is desirable.
Required Knowledge, Skills, and Abilities:
- Requires demonstrated experience in the evaluation and implementation of security systems such as lighting, access control, intrusion detection, etc.
- Substantial knowledge of other functions (e.g. cyber) across the Company that impacts physical security.
- Basic understanding of AWWA, DHS, and EPA physical security standards and best practices.
- Excellent written, verbal, and presentation skills.
- Excellent interpersonal skills; ability to establish relationships within law enforcement community and the ability to maintain the confidentiality of vital records and proprietary information.
- Ability to manage multiple projects concurrently and meet the time, scope, and budget requirements.
- Proficiency with computer office software would be advantageous.
- Ability to travel to various CA locations and other States 25-50% of the time.
Salary Range: $117,400 - $221,900
