Position Information
Arlington County’s Human Resources Department (HRD) is seeking to fill a senior level position within the Employee/Management Relations Unit. This unit and position serves a workforce of over 4000+ employees to interpret, develop, maintain, and administer policies and regulations for employee performance, discipline, grievances, and more. Additionally, this position may be asked to serve as a strategic business partner for select County departments providing HR support and guidance to include onboarding, classification and compensation, benefits and payroll, recruitment, and selection.
Specific duties include:
Employee Relations Management:
Identifying, intervening, investigating, and facilitating solutions to a variety of employee relations problems;
Advising and informing managers, other human resources staff, employees, advisory groups, and employee organizations of employee relations matters;
Drafting, reviewing, and editing a variety of employee relations documents and correspondence to also include those required to carry out out disciplinary actions, grievances, and appeals;
Working collaboratively with the County Attorney's Office on sensitive, complex issues during the discipline/grievance process;
Designing and delivering training materials for employee relations training county-wide in the areas of performance management, discipline, and labor relations; and
Developing documents and processes including checklists, reference guides, and template letters for common employee relations issues.
May be asked to serve as a HR Business Partner for select departments as needed:
Assisting in the recruitment process to include creating requisitions, job announcements, and directing sourcing and outreach efforts;
Assisting with pay and benefits questions from employees and managers;
Assisting with efforts to create new positions and/or reclassifying a current position; and
Overseeing selection efforts for entry-level and promotional positions within the department.
The successful candidate will have strong negotiation and conflict resolution skills as well as the ability to manage an employee management relations program as a neutral, non-adversarial, problem-solving representative. They will also possess a thorough knowledge of federal employment laws, strong organizational and critical thinking skills, sharp attention to detail, and extensive skills in written and oral communication.
Selection Criteria
Minimum:
Bachelor’s degree in human resources, business administration, public administration, or other related field; and
Significant experience in human resources management to include advising/counseling managers and employees on employee relations issues, administering discipline and grievance processes, and researching personnel policies. Experience must include working with federal employment and labor laws including ADA, ADEA, Title VII, FMLA, and/or FLSA.
Substitution: Additional qualifying experience can be substituted for the educational requirement. Additional education can be substituted for the experience requirement.
Desirable: Preference may be given to candidates with significant experience in, or possession of, one or more of the following:
Working as an employee relations professional in a public sector/local government organization;
Employee management relations in an environment with a formalized discipline/grievance process;
Employee relations, working with employees for a variety of occupational groups to include professionals, trades, public safety, administrative support, etc.;
Human Resources, specifically in performance management, classification and compensation, benefits and payroll, OD and training, recruitment and retention, selection and assessment, and/or sourcing and outreach; and/or
Legal background in employee relations (Additional education, certifications, previous roles, etc.).
Special Requirements
Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Additional Information
The pay ranges listed above are effective July 1, 2024.
Work Hours: 40 hours/week, Monday through Friday. Typical hours of operation are between 8:00 a.m. to 5:00 p.m. Telework and a flexible work schedule are available upon prior approval from the supervisor and some evening work (1 night per month) may be required to attend Civil Service Commission hearings.
Salary: This position is part of the Pay-for-Performance program. Entry salary within the given salary range is negotiable dependent upon qualifications and experience.
