DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS The Engagement and Communications Manager will implement and manage a communication and outreach strategy aimed at engaging, educating, and empowering the community. This individual will represent the office in external meetings and functions, including board and community meetings. This position will work closely with the chief of staff on meeting and appearance requests. This position will also lead communications efforts (traditional and social media) and serve as PIO. This individual will supervise the Constituent Services Aide and a part-time council aide position.
WORK DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO:
Work with City staff to effectively execute all matters of communications and initiatives on behalf of Councilmember Martinez. Manage and develop content for the bi-weekly newsletter.
Secure positive press coverage of programs and initiatives within the District i portfolio (agenda items, state, national news).
Ensure significant announcements and events have a comprehensive communications plan (collaboration with the Mayor’s Office of Communications, media outlets, and other external stakeholders)
Support media relations, including responding to reporters, crafting statements, and drafting press releases on behalf and with the advisement of Councilmember Martinez
Support selecting and managing external communications contracts with vendors, as needed (graphic design, printing, etc.)
Assist staff in producing District I newsletter (bi-weekly) and digital solid content (photos, video, etc. captures)
Provide communications support for the general District I team and Councilmember Martinez and will support general administrative functions.
The ideal candidate will have the following:
Strong organizational skills, including the ability to handle simultaneous priority projects and meet established deadlines.
Ability to exercise sound and independent judgment within general policy guidelines.
Ability to work well with different team members and manage lateral reporting relationships.
Ability to effectively and succinctly communicate complex concepts.
Strong written, oral, and visual communication skills.
Ability to anticipate public reaction and think strategically.
Experience crafting messaging and communications campaigns.
Must be able to work extended hours as needed and support District I special projects, misc.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS Requires a Bachelor's degree in Business Administration, Political Science or a closely related field.
EXPERIENCE REQUIREMENTS Two years of administrative, research or closely related experience are required.

Preference will be given to candidates who possess the following:
Five years of experience related to the position.
Prior experience and degree in communications.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
