The Fairfax County Department of Public Works and Environmental Services (DPWES), Solid Waste Management Program needs a Management Analyst II to coordinate permit activity for the waste & recycling industry in Fairfax County as well as coordinate the county’s process for residents who receive trash and recycling services from the county. The position will also be assigned projects that involve data gathering, analysis as well as creation of data analytic tools.

DPWES provides award-winning solid waste collection services for approximately 45,000 homes, operates a regional transfer station and landfill, regulates solid waste services, and leads sustainability initiatives to promote zero waste goals for Fairfax County. DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally recognized team of professionals is working together towards a singular goal: providing environmentally responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean.
The successful candidate will:
Provide guidance to operations agency staff on industry permit and Sanitary District activity.
Ensure quality control of documentation.
Assist leadership with outreach to the waste & recycling industry and county customers.
Provide guidance to county staff on the Sanitary District Process.
Assist in communications with the county Board of Supervisors field staff and the Board Clerk on requests for Sanitary District Service.
Provide updates to Operations and Enforcement team members on compliance and customer issues.
Develop, analyze, and manage multiple databases.
Develop web page tools for customer use in accessing and completing applications and inquiries.
Monitor web page content for accuracy.
Note: The assigned functional areas for this position include general administrative, data management, legal & code compliance, formal communication, and customer service.
Employment Standards
MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.
CERTIFICATES AND LICENSES REQUIRED: Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
One year of experience working in regulatory compliance and administrative support functions within a local government agency.
One year of experience working with public jurisdiction elected bodies and their support functions, e.g., Board of Supervisors, Board Clerks, County or City Executives, City Councils, City Managers.
Two years of experience managing large databases and electronic file systems.
Three years of experience in providing effective customer support to the general public.
One year of experience in utilizing mapping software applications to produce end-products for customer reference.
One-two years of experience in web page development for customer use
Demonstrated ability to work in a team environment in a fast-paced work area.
One-two years of experience in analyzing financial transactions, as relates to bond, insurance, or regulatory requirements.
One year of responsibility for quality assurance of official documents, e.g., legal filings.
Intermediate level skills in Microsoft Excel, Power point, PowerBI and Word.
PHYSICAL REQUIREMENTS: Ability to input, access, and retrieve information from a computer. Ability to perform repetitive hand, arm, wrist and shoulder movements. Ability to lift up to 25 lbs. without assistance. Ability to operate a motor vehicle. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. All duties performed with or without reasonable accommodations.
