THE POSITION
The Hospital Administrative Services Manager – Finance plays a pivotal role in the financial aspects of workforce management within the Health Care Agency. In addition to providing expertise, analytics, and support related to workforce management, this position assumes a key responsibility for hospital decision support, including identifying opportunities for cost reduction, conducting financial analysis on staffing ratios, coordinating strategic service-line assessments, and developing pro-formas for potential new lines of business. Collaborating closely with the Hospital Chief Financial Officer and other stakeholders, they facilitate the Position Control process by analyzing requisitions and justifying position changes to ensure alignment with budgetary targets. This role serves as a bridge between financial strategy and operational execution, ensuring that workforce management practices and operational decision making align with the Health Care Agency's financial goals and objectives.
THE IDEAL CANDIDATE
The ideal candidate will have five (5) or more years of healthcare finance and business analysis/management experience. The successful candidate will have a strong operational background performing or managing productivity, conducting financial analysis and modeling, and have proven experience with workforce management and benchmarking projects. The ideal incumbent will be self-motivated, an independent thinker and can handle multiple projects with competing priorities or deadlines. A Master of Business Administration, CPA, or Master of Healthcare Administration is highly desired.
PAYROLL TITLE: HCA Administrative Manager I
AGENCY/DEPARTMENT: Health Care Agency - VCMC Hospital Administration
HCA Administrative Manager I is a Management position and is exempt from overtime. This classification is eligible for benefits at the MB3 level.
The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.

Examples Of Duties
Duties may include, but are not limited to the following:
- Responsible for and provides ongoing workforce management-related expertise, analytics, and support to management, leadership, and stakeholders;
- Monitors reporting from the productivity system utilized by the organization and provides consultative, technical and decision-making support to operational leaders regarding financial and operational improvement and program development;
- Sets agendas for Workforce Management meetings and facilitates meetings with key stakeholders;
- Receives, reviews and vets requisition(s) with Hiring Manager, Hospital Chief Financial Officer and Hospital Chief Executive Officer and facilitates the Position Control process by analyzing, providing narratives and justifications for adding or deleting positions and receiving approval for exceptions as needed;
- Develops, manages, monitors and maintains productivity standards including variance reporting by analyzing hospital operation ratios of staffing to industry benchmarks;
- Performs data analytics and prepares reports to provide supporting information and/or justification for projects, workforce management regular reporting, and ad hoc requests for information to leadership as needed;
- Assists leadership by identifying and making recommendations on leading practices, new techniques, and/or opportunities for departmental or cross-departmental projects that could improve workflow, eliminate waste, reduce costs, and increase productivity;
- Prioritizes, conducts, and monitors workforce-related projects and is responsible for workforce reporting and tracking actionable items related to improvements that have been recommended and approved.
- Provides information, conducts presentations, education and training on all workforce-related matters to management, leadership and stakeholders; communicates in an effective and professional manner;
- Works collaboratively with Nursing, Human Resources and Decision Support staff in analyzing productivity management opportunities;
- Coaches and mentors operational leaders to assist in moving labor performance closer to established budgeted targets and performance levels;
- Performs financial analysis and reporting on existing service lines and develops pro-formas for new business lines;
- May supervise administrative, professional, or clerical staff;
- Performs other related duties as required.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING and EXPERIENCE
Any combination of education and experience which would demonstrate possession of the required knowledge, skills, and abilities. An example of a qualifying education and experience is:
Possession of a Bachelor's degree in Accounting, Finance, Economics, Business, Healthcare Administration or a closely related field, AND,
Minimum of three (3) years of healthcare finance and business analysis/management experience.
Substitution:
Up to four (4) years of additional related experience may be substituted for the Bachelor’s degree.
NECESSARY SPECIAL REQUIREMENTS
- Experience managing productivity, financial analysis and modeling, and workforce management.
- Strong Microsoft Office computer skills including Word and Excel.
- Experience with patient accounting and general ledger systems such as Epic, Cerner, Medi-Tech, McKesson, HBOC Star, Peoplesoft, and TSI.
- Experience with relational database programs
DESIRED - Master of Business Administration and/or CPA, or Master of Healthcare Administration is highly desired
- Bachelor's degree in Accounting, Finance, Economics, Business, Healthcare Administration or a closely related field
- Five (5) years of healthcare finance and business analysis/management experience
- Full scope supervision experience
Knowledge, Skills, and Abilities:
Comprehensive knowledge of: workforce and productivity management including work processes and methods improvement; modern principles and practices of healthcare and finance administration and organizational development; analysis techniques; principles of supervision and training; the use of automated systems and databases; strategic planning; project and time management techniques and tools; personnel and fiscal/budgetary management.
Skill in: Microsoft Office products such as Word and Excel; relational databases.
Comprehensive ability to: evaluate impacts of initiatives specific to hospital operations; develop, recommend and implement necessary work processes and procedures to positively impact workforce and productivity; perform statistical analysis, provide data interpretation and analytical reports; manage diverse responsibilities; analyze complex issues, evaluate alternatives, and formulate effective solutions; work independently with minimal supervision; work effectively as a member of a management team; manage, supervise, train and mentor staff; exercise sound judgment in sensitive situations; communicate effectively orally and in writing; establish positive professional working relationships with diverse groups such as County and department executives, and stakeholders; conduct analyses and prepare comprehensive reports and presentations.
Supplemental Information:
Work is primarily performed in an office environment, but incumbent may be required to travel to various sites.

COMPARATIVE SCREENING - qualifying: If there is a significant number of qualified applicants, a comparative screening may be conducted. TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

ORAL EXAM – 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
