Description
Mental Health Association of Nassau County (MHANC) is a not-for-profit membership organization dedicated to improving mental health in our community through advocacy, education, program development, and the delivery of direct services. Our organization is looking for a motivated individual with a calling to help adults with mental illness by becoming the Director of Financial Management.
Oversee all aspects of the Financial Management Program include providing Representative Payee Services to members by all staff members; overseeing intake, verification and/or application of benefits for all MHA admissions, bill payment, requests for funds, recertification of benefits for Financial Management members. Responsibilities include oversight of all Financial Management staff, deposits and expenditures, CLP rent arrears, screenings, rent calculations, Financial Management program billing, budgets and compliance with all local, state and federal regulations.
Essential Duties & Responsibilities:
Calculate budgets and review accounts for all individuals enrolled in program on an ongoing basis to ensure all benefits and entitlements are received and accounts are maintained in accordance with SSA, OTDA and Medicaid regulations.
Review all documentation submitted and prepare weekly/monthly bills and requests for clients to the Accounting department for processing and printing on a weekly, bi-monthly and/or monthly basis and ensure all checks are accurate and mailed in a timely manner.
Complete weekly/monthly reconciliation of deposits and consumer balances to ensure all consumer deposits are received and consumer accounts remain compliant with all applicable state, federal and local agencies.
Ensure program maintains EHR and individual client files containing paid bills, correspondence, SSA letters and any other relevant paperwork.
Complete monthly/quarterly Financial Management fee billing directly to consumers or appropriate agencies. Ensure enrollment records are maintained and reflected in fee billing.
Review screenings/applications for admission for entitlement eligibility and financial risk upon admission. Advise CLP admissions staff of steps required upon admission to ensure payment of rent and minimize accrual of rental arrears.
Complete all CLP Supported Housing Program rental determinations upon admission and annually thereafter. Notify all program members of upcoming rental determinations via mail approximately 45 days prior to annual rental determination.
Review CLP rental arrears monthly; send notices to all consumers who owe rental arrears and serve as the point of contact for CLP staff in resolving rent arrears. Participate in meetings with consumers, CLP staff and consumer treatment team to resolve rental arrears and set up payment plan and/or advise CLP Director/supervisors to proceed with eviction.
Ensure completion of paperwork and forms required of a Representative Payee for each individual on an annual basis. These include but are not limited to, Representative Payee applications, benefit applications, Payee reports, Disability reviews, Re-determinations, semi-annual SSA Representative Payee Monitoring Visits, etc.
Maintain regular communication (weekly/monthly) with SSA, OTDA, DSS, landlords, vendors, and other stakeholders/entities as needed to ensure integrity of entitlements, housing and other services related to member finances.
Submit program reports to Executive Director, NCDMH and the Social Security Administration as required on a monthly/quarterly or annual basis. Ensure all scheduled monitoring visits are scheduled and completed.
Provide regular supervision and staff meetings to Financial Management Program staff and quarterly/annual trainings to MHANC and Nassau/Suffolk County staff.
Participate in agency committees to maintain a high level of agency and program integrity; Leadership Team, Policy and Procedure Committee, Incident Review Committee, and Corporate Compliance Committee.
Other duties as assigned.
Requirements
Education & Experience:
Master's Degree or equivalent experience
10+ years working with individuals who have serious psychiatric disabilities. Extensive knowledge of benefits and entitlements including SSI/SSD, NYS SSP, Medicare, Medicaid as well as an understanding of the mental health rental housing system in Nassau/Suffolk County.
Other Qualifications:
Must have a valid driver’s license and own car.
Must have proficiency with Microsoft Office suite including Excel, Outlook, EHR and electronic documentation.
Must have proficient accounting skills and demonstrate an ability to maintain accurate records for each client and produce reports of expenditures on each and for the program as a whole. Must have experience in program audit and review to complete periodic reviews of consumer accounts to ensure compliance with agency, local, state and federal regulations.
Must have the ability to work independently, make decisions, set limits and engage in difficult conversations with consumers. Must be able to handle simultaneous challenging situations in a high stress environment.
