Description
Serves as the Deputy to the Director of Elections/General Registrar. Provides professional and technical assistance to the Director of Elections/General Registrar, Chief Deputy, and the Electoral Board.
Work involves responsibility for the performance of duties related to voter registration and election activities in accordance with the Code of Virginia, State and Federal election laws, and the policies and procedures of the Virginia State Board of Elections. Work is performed independently with general supervision and oversight by the Chief Deputy and General Registrar.

Provides professional and technical support for City elections.
Manages the Registrar’s office technology requirements.
Manages the registration process.
Assists with the election officer (Poll Worker) Program.
Assists with general office administrative duties.
Provides Professional and Technical Support for City Elections:
Reviews and interprets federal, state, and local election laws and regulations.
Provides information about voter registration, election processes, and election regulations to the public, elected officials, candidates, and political party representatives.
Represents Office at local, state, and national conferences.
Analyzes data for a variety of reports available to the public.
Assists with the management of federal, state, and local elections, including equipment preparation and testing, equipment delivery, and precinct logistics.
Manages the Registrar's Office Technology Requirements:
Coordinates a collaborative effort between Office, Information Technology department, and vendors to conduct security maintenance and implement necessary upgrades.
Manages technology compliance to state security standards.
Updates websites and various databases.
Programs voting machines and electronic pollbooks.
Coordinates and conducts Logic and Accuracy (L&A) testing for voting machines and pollbooks.
Manages troubleshooting, repairs, and inventory for voting equipment.
Creates and maintains complex digital tracking systems for voting equipment, ballots, and election results.
Manages the Voter Registration Process:
Applies applicable laws and regulations to determine the eligibility of voters to register.
Conducts list maintenance as required by law to cancel, delete, and transfer voters.
Manages voter correspondence.
Interprets complex laws and requirements in plain language to voters.
Assists with the Election Officer (Poll Worker) Program:
Recruits, onboard, and assist with the assignment of election officers to polling places on election day.
Assists with the development and the management of training for election officers to ensure they are familiar with election laws, regulations, voting procedures, and proper use of equipment.
Maintains Election Officer database.
Builds routinized communications with officers to foster and retain interest.
Gathers feedback from officers and makes recommendations for improvement to the General Registrar.
Assists with General Office Administrative Duties:
Makes recommendations for procurement and implementation of technology to the General Registrar.
Manages the posting of meeting notices and minutes on behalf of the Electoral Board.
Manages and coordinates projects relating to the election process as necessary.
Provides general support to the Chief Deputy, General Registrar, and the Electoral Board.

Qualifications
Requires a bachelor’s degree in Business, Public Administration, or a closely related field. Education requirements may be supplemented by equivalent and proven experience in election administration, general administration, or project management in addition to any combination of education and experience in the design and implementation of technology solutions for complex election or general office problems.
Necessary Knowledge, Skills, and Abilities:
Knowledge of and ability to learn federal, state, and local political structures, laws, and policies related to election administration and voter registration including the ability to adapt to the constant changes in laws and policies.
Proven ability to make appropriate adjustments to the processes and operations to remain in compliance with the law.
Problem-solving skills including the ability to gather necessary information to solve problems, and respond to complex legal questions from other employees, City officials, and the public.
Ability to establish and maintain effective professional relationships with other employees, City officials, and the public.
Ability to communicate clearly and effectively, both verbally and in writing.
Ability to follow technical instruction for programming, operating, testing, and troubleshooting voting equipment.
Knowledge of computer software such as Microsoft Office and basic office equipment.
Ability to learn, understand, and correctly apply geographical boundaries.
Must be available to work early morning, late evening, on weekends, and some Holidays during peak election period.
Additional Desirable Qualification:
Proficiency with Apple Business Manager.
Proficiency with HTML and CSS in the design and maintenance of office websites.
Special Certifications and Licenses:
Must be a registered voter of the Commonwealth of Virginia.
Must have a valid driver’s license in the Commonwealth of Virginia.
