Position Description

The Policy team advances the mission by developing and advancing equitable public policy that enhances the quality of life of all Harris County residents.
What you will do at Precinct One
The Director will be an integral member of Precinct One’s senior management team, reporting to the Chief Financial Officer, and responsible for the establishment and successful execution of the functions and objectives of the Finance Division.
Provide daily leadership and management in the planning and directing of the activities of the Finance and Budget division, which includes training and developing employees; monitoring financial trends; managing budget to actual performance; oversight of financial and budget reports.
Essential Duties and Responsibilities
Develop and implement financial and operational and internal procedures, including inventory control and purchasing policies and procedures, that make the Precinct a trustworthy steward of public resources, according to best practices for public budgeting and finance, including applicable practices advised by Governmental Accounting Standards Board (GASB) and Government Finance Officers Association (GFOA) as well as County and State-mandated policies and procedures.
Seek opportunities to improve compliance, utilize technology, and reduce risk for the Precinct, and work collaboratively with Precinct leadership and divisions to provide solutions to fiscal management and business issues that improve operating performance while ensuring financial integrity.
Lead the development and execution of the Precinct’s budget process, in close collaboration with Precinct leadership, including providing training and support to Precinct divisions for their budget submissions, managing the collection and compilation of budget submissions for review by Precinct leadership (including forecasting, analyzing variances between actuals and budgeted amounts), and supporting the decision-making process.
Produce financial reports monthly, quarterly, annually and ad-hoc for-Precinct leadership to make informed financial decisions as well as make sound recommendations based on trends and variances identified by the data
Collaborate with capital planning team to monitor project performance, identify long-term funding needs, and communicate opportunities.

Requirements
What you will bring to Precinct One
Education:
Bachelor’s degree in Accounting, Finance, Business Management, or a related field of study from an accredited college or university.
Experience:
Ten (10) or more years of experience in developing, monitoring and reporting organization-wide budget(s), along with leading the development of accounting and budgeting processes.
Three (3) or more years of experience in a managerial role
Experience with the financial management and reporting guidelines established by the Government Finance Officers Association.
Experience and demonstrated skill in designing and using internal controls, including the development of processes, procedures, forms, protocols, and standards.
Knowledge, Skills, and Abilities:
Knowledge of general accepted accounting principles
Demonstrated commitment to consistency, integrity, transparency, and equity.
Strong organizational abilities, including planning and staff development, as well as experience driving organizational change.
Detail-oriented mindset with the ability to manage multiple tasks and deadlines.
Excellent communication skills for presenting findings to both financial and non-financial stakeholders.
Knowledge of proper budgeting policies and procedures and ability to communicate same.
Strong analytical skills and the ability to interpret complex financial data to provide actionable insights.
Knowledge and experience with the basic principles of Outcome Based Budgeting.
Ability to develop accurate financial forecasts and trend analyses.
Ability to convey the facts and management implications of complex financial data in a way readily intelligible to a wide range of audiences with varying degrees of understanding.
Fluency in the use of advanced technological tools to develop cost-effective financial policies, accounting procedures, data collection, reporting, analysis, forecasting, and controls.

About Precinct One There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One.
With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.
Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.
