Definition: Positions within this classification work under general direction, and are responsible for the overall operation, management and/or oversight of property management within the Asset Management portfolio, the Application Center, housing developments within the traditional Public Housing portfolio, or housing programs within the Housing Choice Voucher Department. Incumbents are also responsible for planning and maintaining work systems, procedures, and policies that enable and encourage the optimum performance of staff and other resources within the assigned unit. This classification is distinguishable from the Manager classification based on complexity of portfolio or program.
Typical Duties:
Plan, organize, coordinate, and supervise the activities of assigned housing developments within the Authority’s traditional Public Housing portfolio, the Application Center, housing programs within the Authority’s Housing Choice Voucher Department or property management within the Authority’s Asset Management portfolio.
Manage assigned staff, which may include but is not limited to maintenance, clerical, custodial, professional, paraprofessional and/or technical personnel.
Recruit, train, supervise, evaluate and discipline staff to encourage optimum performance.
Promote safety in operations and services.
Represent the Authority with public and private agencies; participate in appropriate local community organizations and activities; make presentations.
Assist in the development of the department budget and budget documents; review, monitor and control assigned unit budget; justifications and recommendations.
Enforce leases, program requirements, contractual agreement and conditions. Ensure compliance with established rules, regulations and procedures.
Resolves complex matters pertaining to assigned unit, including management-tenant or program participant relation problems; make appropriate referrals to local public or private agencies.
Provides recommendations, advice, assistance and general oversight related to major capital project repairs and improvements.
Inspects and determines adequacy of maintenance of office, dwelling units, and grounds.
Meet with program participants and contractors; provide advice and guidance concerning program particulars.
Review and approve various documents such as purchase orders, leases, tenant applications, eligibility reviews, eviction or termination notices, management/marking plans etc.
Assist with the review and evaluation of the overall performance of a portfolio.
Establish and maintain good tenant and client relations.
Performs other related duties as assigned.
Minimum Requirements:
Education: Graduated from accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, Social Science or closely related field.
Experience: Three (3) years of increasingly responsible professional level experience in a managerial capacity in a property management setting or in the public sector providing social service programs to low-income people in fields such as public housing, fair housing, social welfare, public health, employment service, counseling, vocational guidance, or a related field; an additional year of experience supervising personnel is required. Receipt of PHM, CPM or equivalent certification required within one year of hire.
Certification/Licenses: Must possess a valid California Class C driver's license.
Desired Qualifications: PHM, CPM or equivalent certification.
Probation: 1 year
