Position Information
The Arlington County Treasurer's Office is seeking a Court Collections Coordinator for its Compliance Division. The Court Collections Coordinator manages the complex process of litigation against delinquent taxpayers, as well as the accounts of taxpayers who have declared bankruptcy to ensure that the requirements of the bankruptcy court are met and that the taxes owed to Arlington County are preserved through the bankruptcy proceedings. This position also interfaces with the Arlington County General District, Juvenile and Domestic Relations and Circuit Courts, as well as the Falls Church City Combined Courts, to collect court fines, fees and restitution. The primary goal of this position is to collect delinquent taxes and other debt owed to Arlington County to reduce the County's delinquency rate. Last year this position initiated over 5,000 Motions for Judgment and collected over $4.5 million owed to Arlington County. This position reports directly to the Enforcement Supervisor for Compliance. The Treasurer is an elected official accountable to the citizens of Arlington County. The Compliance Division includes a call center which handles over 50,000 calls per year, and an enforcement team which issues over 6,000 liens and asset seizures.
Specific Duties Include:
Managing the court process, including identifying accounts that are eligible for litigation, sending intent letters, and preparing and filing court documents for all accounts that remain delinquent;
Managing the Bankruptcy program, including tracking case statuses and filing necessary paperwork in a timely manner;
Managing the complex administrative duties of the Court Fines and Fees Collections Program, including managing file transfers to and from the Courts, inputting payments into the Courts proprietary system, and processing payment plans established by the Court;
Maintaining accurate and timely reporting for the above-mentioned programs;
Evaluating objectives, efficiency, and effectiveness of the processes; and
Assisting taxpayers over the phone and in person and acting as the subject matter expert for citizens and staff regarding Court Collections.
The ideal candidate will possess effective verbal and written communication skills, flexibility, coachability, self-motivation, time-management skills, empathy for customers, and the ability to remain professional and calm in a high volume, fast-paced customer service environment. This position requires the ability to multitask and alternate between customer service and back-office desk duties, as needed. The candidate must be adept with technology and with using multiple complex systems at the same time, while eliciting, understanding, and advocating for taxpayers.
The Compliance Division is comprised of three functional areas: Collections, Enforcement, and Litigation.
The primary responsibility of the Collections section is providing telephone and face-to-face customer service. This includes answering questions about customer accounts, skip tracing, contacting debtors, performing research as needed, and referring customers to other Treasurer’s Office staff members, or other County or State agencies as needed. The collectors are also tasked with searching for assets belonging to delinquent taxpayers and referring the accounts to the Enforcement section when assets are identified.
The Enforcement section is responsible for issuing third party liens to financial institutions and employers, effecting seizures against physical assets (vehicles and tangible property), liquidating seized assets at public auction, and managing Set-Off Debt submissions to the Virginia Department of Taxation.
The Litigation section pursues uncollected accounts through Motions for Judgment in General District Court, files and litigates all bankruptcy claims, identifies delinquent real estate to sell at auction and works with the Treasurers’ Association of Virginia to reform and enhance tax collection tools and other laws affecting treasurers.
Selection Criteria
Minimum:
Completion of the requirements for graduation from a standard senior high school or vocational school, a GED certificate, or the equivalent; and
Considerable experience in collections, law enforcement, and/or public administration.
Substitution: Additional education may be substituted for experience.
Desirable: Preference may be given to candidates with one or more of the following:
Experience working directly with the public explaining policies, laws, and/or tax regulations to customers;
Experience performing program support functions using complex computer systems; and/or
Experience with the Microsoft Office Suite of tools, especially MS Excel and Word.
Special Requirements
Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Driver's License: The applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

The pay ranges listed above are effective July 1, 2024.
Work Hours: Monday through Friday 8 AM to 5 PM; This is not a remote opportunity; employees are expected to be in the office full time.
