The Chief Scientist & Senior Engineer Level III designs satellite communications systems, ensuring compatibility and compliance with standards. Responsibilities include IT project management, system engineering, project planning, technical analysis, electronics engineering, and configuration management. This role supports various DoD activities, conducts site surveys, provides technical assistance, and supports SBS acquisition. It also involves coordinating with government stakeholders, managing project schedules, and ensuring technical compliance.
Key Responsibilities:
- Possess extensive experience in IT Project Management, supporting PdM WESS to refine and improve project management programs.
- Establish effective project management processes and tools to manage projects within schedule, quality, and performance requirements.
- Coordinate with various DoD and non-DoD activities located in CONUS and OCONUS.
- Support includes project management best practices, creating plans, performing data analysis, and maintaining project documentation.
- Provide technical expertise for earth terminal systems, including upgrade and modernization support.
- Develop and maintain systems engineering plans for satellite STS and ETS implementation.
- Conduct operational gap analysis of communications satellite earth terminals.
- Provide technical analysis of current and future Army strategic baseband SATCOM initiatives and DoD Gateway requirements.
- Act as an SME for IT requirements development and assist in developing SOW and/or PWS for contracts involving IT and communications systems or services.
- Provide customer technical assistance and support for all stakeholders.
Continued Responsibilities:
- Provide engineering support for the migration of trunk-based frequency division multiple access (FDMA) to IP over SATCOM.
- Lead or support systems engineering studies and evaluations, ensuring integration into enterprise architecture.
- Plan, coordinate, and continuously analyze baseband system design, hardware, software, and system development for baseband acquisition efforts.
- Ensure availability, integrity, efficiency, and reliability of all components of assigned systems.
- Provide IA systems support, perform system audits, and ensure rigorous application of INFOSEC/IA policies.
- Act as a process owner and organizational manager for CM daily operations, supporting tactical and strategic goals.
- Support SBS acquisition requirements through close coordination with APM and Project Coordinators.
- Formulate acquisition strategies based upon SBS requirements and funding, draft Acquisition Requirements Packages (ARP), and advise team members on best practices.

Required Qualifications
- Possess in-depth knowledge and proven experience in:
- Designing satellite communications systems architecture, to include software, hardware, communications equipment, facilities and infrastructure, to support all requirements and provide for present and future cross-functional requirements and interfaces
- Establishing system information requirements using the information engineers analysis in the development of Wideband Satellite Operations Management Systems architecture, and ensuring that all SBS and sub-systems are compatible and in compliance with the standards for open systems architectures
- DSCS, WGS Satellite modem and DISA Gateway architecture.
Required Certifications:
- Possess a professional engineering license
- Cisco Certified Networking Associate (CCNA), AND,
- IAT II (Security+ preferred), OR:
- Cisco Certified Networking Professional (CCNP) Security
Years of Experience:
- Extensive knowledge of, and a minimum of twenty (20) years experience with, the design of earth terminal buildings, facilities and infrastructure
