Job Summary:
EMCOR Government Services is seeking a Facility Security Officer (FSO) to serve as the central focal point for Contractor security matters in support of contract operations performed at the National Geospatial-Intelligence Agency (NGA) headquartered in Springfield, Virginia. The FSO supports a team of dedicated and talented professionals in delivering a wide range of base operations support services - such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - at NGA facilities and sites located throughout the Washington National Capitol Region (NCR).

Essential Duties and Responsibilities include, but are not limited to:
- Oversees all contractor security operations, including:
- Develops and implements security policies and procedures to protect contract staff, the facility and its assets.
- Conducts security risk assessments to identify and mitigate potential security threats
- Coordinates with NGA security, other law enforcement and emergency response agencies to ensure contractor security processes and procedures are compliant with prevailing law and policies.
- Conducts security training for employees, including emergency response procedures and prevention techniques.
- As appropriate, manages access control systems, including badges, keys, and electronic systems.
- Investigates security incidents and prepares reports on findings and recommendations.
- Working closely with the client, gains an understanding of their needs and requirements and communicates them and the security standards to the contract staff.
- Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.
- Devise ways to improve security practices and processes to ensure contract operations are compliant with law and agency security policies.
- Pro-actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors.
Qualifications
- Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.
- Current FSO certification administered by the Defense Counterintelligence and Security Agency (DCSA); or possess equivalent certification from another federal department or agency. Department of Defense (DoD) Security Professional Education Development (SPeD) certification a plus.
- Proven experience in all aspects of the security disciplines including personnel, physical, operations, industrial, communications, and information Experience with communications security (COMSEC) a plus.
- A minimum of 5 years of experience as a FSO, including a minimum of 2 years of experience operating in a Sensitive Compartmented Information Facility (SCIF) environment.
- Possess a thorough understanding of the National Industrial Security Program Operating Manual (NISPOM) and all Director of National Intelligence (DNI) security policies and regulations.
- Demonstrated knowledge and experience with frequently used security applications and systems to include the Defense Industrial Security System (DISS), Scattered Castles, National Background Information System (NBIS), and National Industrial Security System (NISS).
- Demonstrated knowledge in preparing DD Form 254s, clearance passing, and conducting security briefings and debriefings.
- Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills.
- Demonstrated ability to lead in a diverse and dynamic environment with short-notice tastings and under high-pressure situations.
- Demonstrated personnel management experience with organic prime and subcontractor staff.
- Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act.
- Demonstrated ability to maintain confidentiality and handle sensitive information.
- Knowledge and experience with the ARCHIBUS Computerized Maintenance Management System (CMMS) is desired.
- A bachelor’s degree from an accredited university in Security Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or another related field is highly desired.
