POSITION SUMMARY: The Chief Code Compliance Inspector of the unit supports Code Enforcement’s strategic and operational objectives and is integral in driving the achievement of the team’s approach to program management and changing the culture of the Division from an enforcement team to be a compliance team. Under general direction, the Chief Code Compliance Inspector will advance, implement, and will have dedicated control or oversight on unit operations and programs, as well as quality improvement systems by providing technical assistance and leadership to ensure the team opportunities and excellence are achieved. The Chief Code Compliance Inspector serves as a direct support to the Commissioner of the Division, and has oversight on the supervisory and inspector support team within the unit. This individual is responsible for the successful operation of compliance programs. The Chief Code Compliance Inspector will collaborate with others at all levels within the organization and with external stakeholders in consideration to achieving the goals of the unit and Administration, and other activities which affect the team, the Administration and the citizens to which we serve.
ESSENTIAL JOB FUNCTIONS:
Supervises and directs the daily activities of the supervisors, specialists, and inspectors in the operations of the Division of Code Compliance; prepares and coordinates work schedules on a daily, monthly and annual basis.
Creates, prepares, and reviews divisional policies and procedures and recommends changes as needed; enforces divisional rules and regulations; enforces safety regulations; investigates complaints and other problems relating to employees; initiates and implements disciplinary actions when needed; handles potential grievance issues and attempts to resolve them or recommends disposition of the same; participates in the interview process for potential employees and makes recommendations regarding appointments.
Will be able to conceptualize, design, implement and lead special detail projects and programs related to the enforcement of the Toledo Municipal Code, Ohio Revised Code and/or other appropriate governing association.
Following the execution of special projects and programs, the ability to pragmatically process, compose formal analysis and review methodology of the administration of the projects and programs is crucial.
In consultation with the Director of the Department and the Commissioner of the Division, the ability to create, write and direct policy for the general operations of the unit is essential.
Evaluate the unit’s internal controls, processes, policies and mechanisms to ensure adequacy, effectiveness, and compliance with the strategic priorities of the Administration, industry standards and governing body guidelines.
Identify areas of vulnerability or risk within the operations, and develop plans of action to reach solutions for those weaknesses. Provide guidance to the unit on how to implement the plan of action, and how to avoid like situations in the future.
Responsible for daily, weekly, and monthly tracking of Key Performance Indicator’s (KPI’s) in order to advance the strategic priorities and goals of the Administration.
Work with Human Resources and our Employee Relations Specialist (and other personnel as appropriate) to develop effective performance management training programs, as well as continuing education for staff members.
Abatement Services, Contractors & Special Projects:
Assign out work orders to inspectors and supervisors as appropriate, and follow-up with the quality control of the completed work with the Supervisory unit.
Direct oversight of special project inboxes within CityWorks.
Establish a working relationship with other city departments in an effort to address blight in the City of Toledo.
Technology Support for Unit:
Troubleshoot user specific issues related to the functionality of CityWorks: PLL/Tolemi/other available technology and have oversight of the continued use of our case management software program.
Review case specific information within the software program and ensure all data entry is clean from users. Provide continued training for users who are not meeting the standard of operation within the software program. Modify and eliminate duplicate data, accidental user errors, and task workflow for the field personnel.
Considerable knowledge in a data analysis approach to identify specific case data for the unit (lead, abatement services, violation notices, etc.)
Demonstrated ability to run analysis on data necessary to complete tasks.
Operations & Special Project Management:
Oversee team within the unit, address priority items as needed. A demonstrated ability to resolve escalated referrals with recommendations for resolutions from the team.
Skilled with leading a team with a dedicated focus on operations and special projects; assist with the concept and design of the project, enact processes to realize the method of the project, and complete the project within mandates/deadlines.
Support unit team members with their critical roles within these operations and/or special projects, including continuous feedback and analysis of work performance, and providing guidance and expectations with deliverables. The Chief Code Compliance Inspector will review and approve work as appropriate from the support staff members.
Provide quality feedback to internal support staff on new ideas and creative approaches to unit operations, including administrative duties, field operations, and community messaging.
The Chief Code Compliance Inspector will have direct supervisory oversight of the internal administrative and technical support team; including clerical team members, inspectors, specialists, supervisors, technical and analyst team members. The oversight will include assigning work out related to the operations and/or special projects of the Division. Oversight can also include special requests related to the projects for the technical and intern support team.
REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Graduation from an accredited college or university with an Associate’s Degree in Political Science, Public Administration, Communication, Social Work, Psychology, Counseling, Public Health, Economics, or closely related. If a candidate does not possess an Associate’s degree in any of the above-referenced areas, consideration will be given to individuals who possess an additional three (3) years of directly related experience.
Three (3) years of experience managing and maintaining a program within a government administration, agency or other associated forum OR Three (3) years of experience managing and maintaining a program within an organization to include program and methodology analysis, data governance and/or management, and analytics regulatory compliance and/or management, of which two (2) years must have been at a supervisory level. Demonstrated ability to execute special projects within a team environment with documented outcomes.
Working knowledge of operational logistics and managing a team whose assignments are primarily field-based is required.
Must possess a valid driver’s license during employment.
Must obtain certification as a Property Maintenance & Housing Inspector and/or Zoning Inspector through the American Association of Code Enforcement (AACE) within the first year of appointment.
