Job Overview:
The Program Manager (PM) for the SAFE Program will lead operations of SafeCare Augmented for Family Empowerment (SAFE), an evidence-based home visiting service in Philadelphia. The PM will also manage SafeCare offerings in other counties of Pennsylvania. Tasked with empowering families, supporting parents, and promoting children's health, development, and safety, the PM will oversee program operations, collaborate with partners like the Office of Child Development and Early Learning (OCDEL) and Managed Care Organizations and provide coaching support for providers to ensure fidelity to the SafeCare model. Additionally, they will supervise staff and maintain program integrity through fidelity assurance measures.
Responsibilities:
Provides daily management of program and curriculum activities.
Works with the Assistant Director of Family Services to coordinate and implement contractual and grant-funded projects, ensuring timely program deliverables are met.
Establishes and maintains strong relationships with funders, partners, providers, and project staff to ensure effective communication and efficient program implementation.
Initiates connections with community partners to establish referral collaborations.
Collaborates with Intimate Partner Violence agency Lutheran Settlement House staff/providers and referral sources to assess and determine the most appropriate resources.
Ensures accurate and timely submission of SafeCare program fidelity forms by staff, reviewing paperwork before completing data entry.
Works with the Assistant Director to ensure goals and deadlines are met.
Assists with evaluating the effectiveness of services.
Completes program reports and other written documentation for OCDEL, Georgia State University, Managed Care Organizations and relevant funders
Maintains accurate records according to grant funding requirements and observes HIPAA requirements, generating and reporting data appropriately.
Attends required meetings and trainings, including actively participating in Eastern PA consortium and advisory committee meetings.
Reviews and integrates new ideas and concepts with the Assistant Director to improve project delivery, content, and/or evaluation for the target audience.
Participates in and initiates conversations that bring forth new ideas and concepts aligning with HPC's strategic plan in regularly scheduled team meetings.
Participates in grant writing tasks as needed by upper management to develop concepts and write proposals to grow organizational initiatives, contributing content expertise for grant proposals as needed.
Ensures that SafeCare standards are culturally appropriate for diverse populations, especially for those with limited reading and English skills.
Participates in HPC management team meetings and represents SAFE and HPC at various meetings.
Supervision/Leadership
Conducts regular Coaching supervision of SAFE and SafeCare staff, including case review and oversight of SafeCare model delivery home and client progress.
Assist Program Coordinator in use of program materials, fidelity tracking, partner referrals, and other written documentation, and entry of these forms into the online database.
Carries a small caseload of balancing dual roles as Provider and Coach.
Fidelity Assurance- ongoing assessment to ensure Providers implement Safe Care as intended
Assists with program hiring and oversees training and orientation of new program staff.
Assists with publicizing program and program outcomes, including abstracts, posters, and presentations.
Provides mentoring to staff to foster professional and personal growth.
Participates in case conferences, trainings, case reviews, staff meetings, community fairs, etc., as required.
Establishes and maintains linkages with domestic violence/relational abuse partners, social service, and other support services through effective communication between SAFE staff, community members, and SAFE partners.
Writes and conducts annual staff performance management reviews in a timely manner.
Communicates formally on a weekly basis with Assistant Director.
Enforces agency policies and procedures.
Other relevant duties as assigned.

Must clear child abuse, criminal history check, and FBI clearance.
Must travel throughout Philadelphia.

Experience using motivational interviewing techniques.
Experience:
Master’s degree in social work required - MSW, LSW, or LCSW
At least three years of demonstrated ability to effectively supervise and lead staff.
Demonstrated experience working with health care providers, and knowledge of issues related to victims of domestic violence, child development, child abuse prevention, and child-parent interaction.
Experience working with diverse populations and low-income individuals.
Preferred
Home visiting experience.
Knowledge of domestic violence and social service agencies and resources in Philadelphia.
Knowledge of public health theories, principles, and practices.
Experience in data collection/entry, evaluation monitoring and needs assessments.
Experience monitoring budgets.
Experience with grant writing for public health or related field.
