The United States Postal Service (USPS) operates a complex logistics operation to transport mail and equipment between its mail processing and delivery facilities. While some of the local transportation service within the larger metropolitan areas is provided by postal employees, the majority of the network is serviced by highway contract suppliers. The complexity of the network requires continuous adaptations, resulting in requests for new service, or contract modifications. Transportation purchasing in the USPS environment requires technically skilled and knowledgeable personnel who specialize in the commodity, and that are well versed in procurement, contract administration, and contract law.
What is the position?
The Purchasing and Supplier Management Specialist will procure and draft requests for new service, or contract modifications for the US Postal Service Transportation Division. This position is located on-site at the US Postal Service in Memphis Tennessee
What will I get to do?
Performs strategic needs assessment to identify customers’ needs for services, supplies, and equipment; uses assessment to determine requirements, and solicitation criteria, including production needs, quantities, delivery requirements and industry to be sourced.
Prepares contract solicitations, determines specific contract language, clauses, and best type of contract; evaluates offers and recommends source selections.
Conducts supplier value and cost analysis to address logistics, pricing, leverage, competitive advantage, and other industry factors related to purchase; performs supplier capability assessment, past performance reviews, customer evaluations and other review methods to create and develop supplier performance data.
Conducts supplier value and cost analysis, defining supplier's profit margin and variable and fixed costs against industry cost structure; develops an evaluation of suppliers with the customer.
Performs market and industry trend analysis to determine availability of services, supplies, equipment, and products; monitors industry factors related to purchase of product and/or service.
Requests and evaluates supplier proposals for satisfying selection criteria, awarding contracts, leverage opportunities, and pricing data; establishes strong supplier relationships and partnerships.
Plans and conducts negotiations on price, technical requirements, terms, and conditions of the contract; obtains audits and pricing reports where needed to develop negotiation strategy; performs contract management.
Manages projects, including identifying resources, developing timelines, risk analysis, monitoring progress, providing technical guidance and evaluation.
Complies with Client supplier diversity planning and sourcing strategies.
Identifies and implements demand management activities.
Provides leadership, direction, and guidance on purchasing and material logistics activities.
Will collaborate with all levels of employees or teams, when assigned.
What qualifications do I need?
US Citizen able to pass a Government Background Check, fingerprints and Drug Screen.
Able to work onsite daily in Memphis, TN at a USPS facility.
Preferred Bachelor’s degree from an accredited University.
2 years’ experience in contract management, purchasing, pricing and proposal evaluation.
Extensive knowledge of Microsoft Suite with every strong Excel skillset.
Experience utilizing several computer monitors simultaneously while producing contracts and other supplier oversight functions.
Ability to work in a Team setting with onsite and remote employees
Ability to self-manage and meet task deliverables.

Compensation
$55,281.58 - $92,319.82
The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience.
