THE HUMAN RESOURCES TEAM The Human Resources and Risk Management department strives to hire, support, develop, and retain a diverse, well-qualified and professional workforce dedicated to delivering high-quality services to the community we serve.
THE POSITION The Human Resources Analyst performs moderately complex professional, technical, and analytical duties including benefits, disability management, wage and salary administration, performance management and professional development programs.
The Human Resources Analyst is responsible to perform professional and technical level work pertaining to recruitment and selection; benefits and COBRA administration; billing and reconciliation; employee onboarding and orientation; disability and leave management; workers compensation; class and compensation; training and development; and other complex and varied technical, professional, and confidential work. As the Human Resources Analyst, you will work independently with minimal supervision.
This position offers a wonderful opportunity for an experienced Human Resource professional to serve as an integral Human Resources team member.
THE IDEAL CANDIDATE The ideal candidate is a highly motivated and team-oriented Human Resources professional with a strong balance of technical and analytical skills. We are looking for a critical-thinker who will help implement new programs, streamline processes and build relationships with our workforce. The ideal candidate will be a proven, energetic, progressive, HR professional with effective communication skills, relaying information correctly and appropriately to connect people and ideas. This person will take the time to listen to others and instill consistency in the day-to-day operations of the organization, be a flexible team player that strives on building productive working relationships, exercise sound judgment and has the ability to generate ideas, manipulate ideas, and make unconventional connections to develop original approaches.

QUALIFICATION GUIDELINES
EDUCATION AND EXPERIENCE Graduation from an accredited college or university with a Bachelor's degree in Public or Business Administration or a closely related field;
Recent professional personnel or administrative experience which required a general knowledge of all or most of the following areas: recruitment, test development and validation, classification, salary administration, affirmative action and equal opportunity, employee training and development, labor relations, and general personnel administration. Candidates with 3+ years of Human Resources experience is highly desirable.
Public sector human resources experience and certification are desirable. Experience using Tyler-Munis HRIS/Payroll modules is highly desirable.
LICENSE AND CERTIFICATIONS A valid motor vehicle operator's license may be required.
