Position Overview: Under the supervision of the Harris County Public Health (HCPH) Grants Manager, the Grant Analyst III is responsible for the development, coordination, expenditure tracking, billing, and submission of grant reporting to include preparing executive summaries, budgets, budget narratives and project schedules.
Duties and Responsibilities:
Assists program managers and directors with the development of annual budgets, operational planning, quarterly forecasts, and strategic plans in alignment with HCPH strategic priorities and strategies
Provides recommendations for process improvements to increase efficiency, accuracy, and action-ability of departmental goals and public health outcomes
Provides timely, accurate reports and analysis of operational performance against historical data and current budget of all fund types
Provides internal ad-hoc reports/ presentations on as needed basis
Coordinates purchases throughout the various programs and fund types by initiating, tracking, and processing purchase order requests and manages the receipts of aforementioned
Assists Office of Financial and Support Services management and key stakeholders in interpreting data, investigating opportunities, and gaining insights
Maintain productive relationships with Harris County Auditors and Purchasing Offices to facilitate open dialogue regarding business opportunities, innovation, and fiscal accountability
Other duties as assigned, including special tasks involved in responding to an emergency event

Requirements
Education:
Bachelor's degree in Statistics, Economics, or Finance or related field
Experience:
One (1) year of grant, non-profit or government financial experience
One (1) year Oracle/PeopleSoft experience
Knowledge, Skills, and Abilities:
Proficient in MS Office Suite (Word, Excel, PowerPoint, Power BI, Outlook).
Proficient with Financial Information Systems (PeopleSoft).

Physical Demands:
This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
